INVITATION TO TENDER (ITT) REFERENCE NUMBER: ITT/MOECHE/NESS/STG/2026-0010

The Ministry of Education, Culture and Higher Education (MoECHE) of the Federal Government of Somalia is implementing the Girls’ Education Accelerator (GEA) and System Transformation Grant (STG) programmes, funded by the Global Partnership for Education (GPE). These three-year initiatives are designed to accelerate progress towards a more equitable, inclusive, resilient, and sustainable education system in Somalia, in alignment with the priorities outlined in the Education Sector Strategic Plan (ESSP) 2022–2026 and the GPE Partnership Compact.

The Girls’ Education Accelerator (GEA) focuses on addressing key barriers affecting girls’ access, retention, and completion of primary education. The programme aims to increase girls’ enrolment and participation in schools through targeted interventions that promote gender-responsive education, improve safe and inclusive learning environments, strengthen community engagement, and enhance support systems that enable girls to remain in school and successfully complete their education. The GEA is guided by principles of equity, inclusion, partnership, and evidence-based programming to ensure sustainable improvements in girls’ education outcomes.

The System Transformation Grant (STG) supports broader education system strengthening efforts by addressing critical institutional and operational challenges that limit effective education service delivery. The programme aims to improve learning outcomes, strengthen education governance and accountability mechanisms, enhance planning and data management systems, and establish transparent and efficient financial management frameworks. Through investments in system capacity, policy implementation, and institutional coordination, the STG contributes to building a more effective, accountable, and resilient education system.

Together, the GEA and STG programmes represent MoECHE’s commitment to achieving sustainable improvements in Somalia’s education sector by increasing access to quality primary education, improving foundational literacy and numeracy skills, strengthening education systems, and ensuring that all children—particularly girls and other vulnerable groups—have equitable opportunities to learn and succeed.

Therefore, the Ministry of Education, Culture and Higher Education (MoECHE) invites sealed Tender from eligible and qualified contractors for the execution of Construction Services for Construction of Classrooms Darwiish, Dhagax Iskuroow, Jidbaale, Guumeys, Hadhwanaag Villages Under Laascaanood District and Horyaal, Ballicad Under Buuhoodle District in Northeastern State, Somalia as detailed in the bill of quantities and designs annexed in this solicitation document. The tender is open to eligible suppliers who are registered and operational in the Federal Government of Somalia and Northeast State Somalia.
