Terms of Reference (ToR) for water trucking services of 168 water tankers for vulnerable households affected by acute water shortage in Odwayne, Togdheer region of Somaliland.

- Project locations:
The project will be implemented in Togdheer region (Owdweyne district) where it has been categorized under Operational Priority 1 by OCHA due to the huge burden of the drought.
- Target group:
vulnerable households experiencing severe to extreme food insecurity (IPC4 and IPC5) in the Togdheer and acute water shortages as result of the drought conditions. In addition, as already practiced, the vulnerability criteria will be selected with the communities, focused on female headed households or IDPs. Estimated beneficiary population is 21.150 including 6.366 girls and 4.336 women.
- Background:
Somaliland is the among the most severely drought-affected country in the Horn of Africa and current sources cite that approx. 6.1 million people affected, of which nearly 760.000 IDPs are in urgent need of food and water (OCHA, May 2022). Drought conditions have reportedly resulted in 90% of the water sources drying up, severely limiting peoples access to water due to scarcity and high prices. According to UNICEF, children under five are among the most vulnerable as the drought worsens, and access to food and milk is very scarce due to rising commodity prices and livestock losses. Around 1.4 million children face acute malnutrition through the end of this year, with around one third of them, or 330.000 children, facing severe acute malnutrition.
In light of the this, Plan International and TAAKULO with the support of DANIDA and the government of Somaliland rolled-out an emergency response project inTogdheer region, which is amongst the worst drought-affected regions, with people suffering acute food and water insecurity and loss of livelihoods and income. IPC estimates that in June, 37% of the population in the Togdheer region will suffer from acute food insecure (categorized between IPC3 and IPC5), with children and adolescents representing approx.
- Project description:
PlanBørnefonden and TAAKULO will scale up their existing and ongoing lifesaving humanitarian assistance to vulnerable drought-affected populations in Togdheer region in Somaliland, through acute cash assistance for six months, and emergency water provision activities, supplemented with local capacity building. All activities are aligned with the Government’s Emergency Drought Response Plan, and the Danish Country Programme for Somalia and Somaliland for 2019-2023.
- Key quality-benchmarks the service-provider/vendor to maintain.
- Water will be only trucked from a proven borehole with safe and quality; maintained water system that has enough yield to cover demands of communities and as well as with less time of queuing.
- Volume of 1 tanker to be 40 barrels (8 cubic meters), any tanker less than 83 of water will not be allowed and herein will result a disqualification, above calculations on table 01: is based on a viable factor drifted from tankers with unit volume of 40 barrels and minimum standards of SHPERE and WASH Cluster parameters in emergencies. Whereas any tanker with less volume (40 barrels) would cause a genuine miss-match.
- TAAKULO will perform a continuous supervision (daily-basis) of which 3 quality benchmarks will be considered; a) taste b) adore and c) color. Any tracked water which fails to meet those standards is largely unacceptable and will be re-trucked to: qualifying potable water.
- TAAKULO is a timing-sensitive organization; Vendor’s queuing time at the water source should not be longer than determined; all daily designated water-tankers should be available at the same time.
NB: Any water trucked from an open conduit reservoir (Berkads, earth dams, haffir dams, shallow wells etc.) will not be allowed and this will result a total disqualification. Taakulo will supervise the source and will stablish a log (Supervisory log) on the source to main good quality.

Billing Quantity. The below technical specifications are the scope of works in “Oodweyne district”. The deadline of the submission to be Sunday, 26th August 2022 to TAAKULO Office, Ibrahim Koodbuur, behind Ilays Secondary school. Only hardcopy summations are accepted.
NB: Early submission is highly encouraged.
