INVITATION TO BID (ITB) FOR INFRASTRUCTURE CONSTRUCTION OF EARTH DAM IN DAWACO VILLAGE UNDER BADHAN DISTRICT SANAAG REGION

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in creating a safer and more dignified life for refugees and internally displaced people. The NRC defends the rights of displaced populations and provides assistance in the following areas: shelter, education, food security and livelihoods, water, sanitation and hygiene (WASH).

Norwegian Refugee Council (NRC) Puntland state of Somalia wishes to invite qualified firms to submit bids, in hard copies using two sealed envelopes (Envelope 1-Financial proposals) and (envelope 2- Administrative and Technical) by hand to either of the following NRC Puntland offices.

·         NRC Garowe office – Behind UN Guest house in Garowe.

·         NRC Bosaso office- Save the children office building -first floor – W.X.K ENEYA road.

The supplier should place both envelopes together in one big envelope prior to submission to NRC.

The Selection Criteria:

Interested suppliers who wish to submit their proposal should meet the below listed requirements.

1.       Administrative compliance

Completion and inclusion of requested information and supporting documents (Administrative compliance)

2.       Technical evaluation

3.       Fully Completed tender bid documents (Section 5 – 9)

4.       Completion and inclusion of requested information and supporting documents (Administrative compliance)

5.       Overall timeframe for the works (Technical evaluation)

6.       Schedules (Key Personnel and Activity schedule) (Technical evaluation)

7.       Bill of Quantities (Financial & Technical evaluation)

8.       Previous experiences in similar works- Proof of experience/ references (Copies of contracts/ POs/ completion certificates/ etc.)- (Technical evaluation)

9.       Price in comparison to NRC estimated rate (Financial evaluation)

10.   Financial capacity - company updated bank statement for the last six months with at least USD 50,000 balance    – (Financial evaluation)

11.   Updated and relevant Company profile including lists and CVs of Technical staff, Copies of Company Director(s) ID and lists of equipment (Technical evaluation)

12.   Financial proposal

a)       Bill of Quantities in comparison to NRC estimated rate.

b)      Financial capacity - company updated bank statement for the last six months with at least USD 20,000 balance.

MANNER OF SUBMISSION

Norwegian Refugee Council (NRC) Puntland state of Somalia wishes to invite qualified firms to submit their offers by hand    not email in two sealed envelopes- Price quotation (BOQs) which are 6 different BOQs and totaling summary sheet, government documents and bank statement in one envelope (Envelope 1) and the technical offer in a second envelope (Envelope 2), the supplier should place both envelopes together in one big envelope prior to submission to below NRC offices.

·         NRC Garowe office – Behind UN Guest house in Garowe

·         NRC Bosaso office- Save the children office building -first floor – W.X.K ENEYA road.

Closing date for submitting the tender is 26th October ,2023 at 16:00 Local time Somalia.

All bids submitted after that date will be rejected.
