- The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP), and intends to apply part of the proceeds toward payments under the contract for Re-Construction of Habala Adey Maternal and Child Health (MCH) Facility and Re-Construction Horseed Healthcare Facility, Bardere District, Jubbaland State, Somalia, consisting of the following 2 Lots.
Lot 1 - Re-Construction of Habala Adey Maternal and Child Health (MCH) Facility, Bardere District, Jubbaland State, Somalia.
Lot 2 - Re-Construction of Horseed Healthcare Facility, Bardere District, Jubbaland State, Somalia.
- The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for the re-Construction of Habala Adey Maternal and Child Health (MCH) Facility and Horseed Healthcare Facility, Bardere District, Jubbaland State, Somalia. The scope of works for both the facilities will entail but not limited to;
A: PRELIMINARIES
- Installation of temporary site offices, toilets and space for stores for the workers.
- Provision of Water and electricity within the site for the duration of the contract.
- Clearing up of the site.
- Supply and installation of a sign post and hoarding.
- Demolition works
B: HEALTH FACILITY BUILDINGS (MAIN BUILDING AND FACILITIES BLOCKS)
- Excavation works for a new foundation.
- Backfilling.
- Foundation works for the stone strip foundation.
- Structural works, (suspended reinforced concrete slab, columns, ring beams, lintels and roof).
- External Walling: 200mm thick walls rough cast finished with tropical weather, mold and algae resistant paint.
- Terrazzo & ceramic tiling floor finish.
- External pavements.
- Doors, Windows and grills; complete with all accessories (locks, hinges and handles) and finished as specified in the drawings and B.o.Q.
- Rainwater goods (down pipes, etc) as per the B.O.Q.
- xi. Reinforced concrete worktops for wash hand basins and for laundry sink
- xv. Supply and installation of the wall mounted switchboard as per the drawings and B.O.Qs.
- xvi. Supply and installation of stand-alone solar Photovoltaics (PV) system as per the drawings and B.O.Qs.
- xvii. Cabling works.
- xviii. Testing and commissioning.
The re-construction period running concurrently will be;
Lot 1: Re-construction of Habala Adey MCH: Fourteen (14) Months. and a Defect Liability Period of Twelve (12) months.
Lot 2: Re-construction of Horseed Healthcare Facility: Fourteen (14) Months and a Defect Liability Period of Twelve (12) months.
A bidder may submit a bid for one or more Lots. The evaluation will be undertaken on a Lot-by-Lot basis, and the contract will be awarded to the bidder that meets the Qualification Criteria and whose Bid has been determined to be: (a) substantially responsive to the bidding document; and (b) the lowest evaluated cost for the Lot.
Bidders interested in bidding on several Lots must meet the technical and financial requirements indicated in the Lot's RFB. However, bidders are encouraged to bid on all lots to take advantage of economies of scale.
How to apply
- Bidding will be conducted through open national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 1st 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

and inspect the bidding document during office hours 09:00 AM to 4:00 PM (Local Time) from Saturday to Thursday at the address given below.
- The bidding document in English may be obtained free of charge by the interested eligible Bidders upon the submission of a written application to the below email. The Bidding document will be sent through email or PICKED-UP at the Project Implementation Unit of the Federal Ministry of Finance office.
- A virtual pre-bid meeting shall be conducted by the Employer on June 15, 2022, at 11:00 AM (Somalia Local Time).
- Bids must be delivered to the address below on or before July 5, 2022, at 11:00 AM (Local Time). Electronic Bidding will be permitted. Bids must be encrypted using a password that shall be provided by the Bidder 60 minutes prior to the scheduled bid opening time. Failure to submit the password as per the requested time will lead to the rejection of the bid. Bids submitted after the deadline will be rejected. Bidders will receive a Google Meet invitation to the public opening bids on July 5, 2022, at 11:30 AM (Local Time) in the presence of the Bidders' designated representatives and anyone else who wishes to attend at the address below
- All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
- Your attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
