1. The Somaliland Development Fund (SDF) Phase 3 aims to strengthen the climate resilience of
   vulnerable communities in Somaliland while creating increased income and job opportunities, thereby
   helping to reduce poverty. SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out
   in Somaliland Vision 2030.
2. The SDF has allocated funds to the Ministry of Water Resources Development (MoWRD) for the
   implementation of the Burao Water Supply System Expansion Project. As part of this project,
   MoWRD intends to use parts of these funds for the Supply and Installation of 400kw Photovoltaic
   Solar System and Appurtenant Works in Burao City (Lot 5).
3. The Somaliland Development Fund Secretariat now invites sealed bids from eligible and qualified
   bidders for the Supply and Installation of 400kw Photovoltaic Solar System and Appurtenant Works
   in Burao City (Lot 5), as described in detail in the bidding documents.
4. Bidding will be in accordance with the International Competitive Bidding procedures as specified in
   the SDF procurement manual which can be found on the SDF website via the link: SDF3 -
   Procurement Manual.pdf and is open to all eligible bidders.

Interested firms can request for the bidding documents from the SDF Secretariat at the physical
address or via the emails indicated below. Bidding documents will be shared electronically.
6. Interested firms are strongly encouraged to attend the Pre-Bid Meeting scheduled on Thursday,
10th September 2026, at 10 00 hours at the SDF Secretariat Offices at the address below.
A Site visit shall be organized on Sunday, 13th September 2026. Firms that wish to attend the
site visit should indicate their interest by email to the email address below. Non-attendance of
the Pre-Bid meeting and/or the Site Visit does not disqualify a firm from bidding.
7. Sealed Bids must be delivered to the address below on or before Thursday, 24th September 2026
at 11:00 hours East African Standard Time. Electronic submission of bids will not be permitted.
Late bids will be rejected.
8. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone
who chooses to attend at the address below on Thursday, 24th September 2026, immediately after
the deadline for the submission of Bids.
