Project Name: Integrated Nutrition and WASH Response to Drought Affected Communities in Galkacyo North District

Date: 22nd March 2022.

About the Project

CARE secured a 7-month emergency response project from SHF: Integrated Nutrition and WASH Response to Drought Affected Communities in Galkacyo North District to respond to the immediate needs plans to implement an integrated emergency Nutrition and Water, Sanitation and Hygiene (WASH) response to crisis of the drought affected IDPs and vulnerable host communities in rural and peri-urban settlements. Women, Boys, Girls and vulnerable IDPs and rural populations. in Galkacyo North district, Puntland. The project will support 25,577 individuals including 10,436 men, 10,026 women, 2,609 Boys, 2,506 Girls. The Project will operationalize nine nutrition sites to provide nutrition, support one mobile team to carryout outreach covering 7 drought affected villages with no access to nutrition and WASH services. This will eventually be supported through CARE's other funding after proposed project duration. CARE has operational presence and access to Mudug region where it is implementing WASH, education and food security and livelihoods (mainly Cash voucher assistance) to IDPs and hard-to-reach communities. The proposed integrated Nutrition and WASH response will therefore complement and build on CARE’s ongoing humanitarian and long-term programs in addressing the new emerging needs in Nutrition and WASH as a result of the current drought and reach additional beneficiaries

 CARE has operational presence and access to Mudug region where it is implementing WASH, education and food security and livelihoods (mainly Cash voucher assistance) to IDPs and rural communities. The proposed integrated Nutrition and WASH response will therefore complement and build on CARE’s ongoing humanitarian and long-term programs in addressing the new emerging needs in Nutrition and WASH as a result of the current drought and reach additional beneficiaries.

Activity Background

As a consequence of the prevailing drought, Communities in North Galkacyo district both IDPs and rural communities are currently facing a serious lack of access to clean water for drinking, women and girls are trekking long distances in search of water for their households. CARE, as an emergency lifesaving intervention under the SHF funded project plans to undertake an emergency water trucking activity in Galkacyo north with a target of 2,220 households in 27 locations in the areas around Galkacyo/Xarfo. The EWT will involve the provision of 8,992,000 litters of water to the target households over a period of 90 days (3 months). To ensure the required amount of water is delivered within the specified timeframe, CARE will engage water tankers of the right volume/quantity (1,618 water tankers) of each 40 barrel or 8,000 liters. The CARE WASH team will ensure the water tankers are inspected to ensure that tanks are clean have not been used for transporting petroleum products recently. Additionally, all water points that will be used as the source of water trucking will be assessed to examine the water quality in terms of color, test, and smell for the purpose of ensuring the water quality is good before the water trucking is started. Any water that does not qualify these physical quality benchmarks will be not allowed and will be disqualified and the vendor asked to re-truck clean water. CARE WASH team will be making field visits to the water delivery points to ensure compliance of the vendor with the water trucking requirements.

In every location or point of water delivery, CARE in collaboration with the communities have established water management committees comprising of 2 men and 1 woman to oversee the water delivery (the right amount and quality has been delivered per trip and in overall), the registered households get the right amount of water they are entitled to, ensure clean storage facilities, and address any potential conflicts that may arise during the water distribution.

Truck and herein to contain clean drinkable water from borehole water point, the quantity of the water will be examined physically through test, adore and color. Any water that does not qualify these physical quality benchmarks will be not allowed and will be disqualified to re-truck clean water. CARE have an active supervision on daily basis and 7 community members of each site lure tankers through target households.

CARE International invites suppliers from eligible potential bidders and able to undertake water trucking in the targeted community in north Galkacyo district, Government of Puntland for the participation of this tender.

Given the emergency of the need the bid advertising duration is 7 days starting from advertisement date

How to apply

  1. Bids must be hand delivered to the CARE International office in Garowe and insert it in the locked tender box at the office on or before submission deadline ends on 28th March 2022 at 40:00PM.
  2. Bids must be received by the above-mentioned address and no later than the date and time indicated.
  3. CARE International shall not consider any bid that arrives after the deadline for submission of bids.
  4. CARE International shall award the contract and purchase order to the bidder whose offer has been determined to be compliant with CARE procurement policy.
  5. Additional requirement expected bidders must enclose their quotations are:

      2. Tax clearance certificate
  • Tender board registration certificate
  1. Previous experience especially water trucking related activities
