- Organization Background
Taakulo Somaliland Community Commonly known by the acronym “TAAKULO”. Taakulo is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, Taakulo is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and providing relief support and assistance, facilitating, and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.
Taakulo Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. The projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. Taakulo engages on a long-term commitment, partnership approach with the beneficiaries in implementing the Projects. The objective is to set up a regional program concentrating on a particular sector, such as Health, education, water and sanitation, Income Generation, Orphan sponsorship program, disability and people with special needs, emergency respond or improving food security in the country among others.
- Project Background
The capital city of Somaliland, Hargeisa, is an expanding urban metropolis. Over the years, it has become host to various population groups that have been displaced as a result of conflict, insecurity or drought, and those who migrated to the city for economic purposes. The last decades have seen internally displaced people (IDPs), refugee returnees from Ethiopia and elsewhere, refugees and economic migrants arrive in the city; the majority join communities residing in government-recognised settlements, while others mingle with the host populations across the city[1].
In this context, too often, habitants in those IDP camps are economically poor – not to mention the ability to afford the access to sanitation and/or water facilities. Those IDPs are regularly relocated, often by force, to unplanned settlements which weights a sumptuous implications to their livening condition. Recently, 3000 individuals have been relocated to unprepared land-tenures in distant camps by the Somaliland’s National Displacement and Refugee Agency NDRA. The worst scenario, there was no pre-set sanitation infrastructure, most importantly emergency latrines and incinerators.
However, IDPs in the capital city of Somaliland who’s regarded as de facto urban slams for years and in extent; those IDPs (3000 individuals) have been desperately relocated to unplanned camps in the rural suburbs of Hargeisa city whereas no basic human needs were made in place for their use. Though, those households are offered to legal land tenure, but further basic services including sanitation facilities was not delivered.
Those relocated HHs are currently crumpling to adopt their new shelter/camp in Naasa-hablood B IDP and Abdi-bidaar IDP in Hargeisa. The fact, there is no single latrine for human use and substantially - the reallocated HHs (and yet increasing in number) are currently practicing open-defecation – which by far, imposed a significant protection strain to women and young girls who are not able to do so, primarily during the daylight. According to NDRA and Hargeisa Local Municipality, 500 households (3000 individuals) have been set up in this new camp and further number of households is yet expected, desperately. In 3 months period, the planned number will strike factually over 6000 individuals that will be evacuated from their slum-like settlements in Hargeisa city, whereby, a supplementary sanitation support will be magnificently required. In this regard, Taakulo will implement the following interventions in 2 IDPs in Hargeisa.
- Construction of 60 household emergency latrines for women-headed households. (40 in Naasa-hablood B IDP, and 20 in Abdibidaar IDP)
- Installation of 5 solar powered light-postings for women’s easy use to latrines during night. (3 in Naasa-hablood B IDP, and 2 in Abdibidaar IDP)
- Construction of 2 solid waste management facilities (incinerators) in two strategic locations in IDPs. (1 in Naasa-hablood B IDP, and 1 in Abdibidaar IDP)

Taakulo Somali Community is inviting to a bid for construction of IDP latrines, construction of incinerator and as per below Billing Quantity and drawings. the scope of projected activities to be implemented in IDPs in Hargeisa as specified in project scope. The deadline of the submission is the Saturday, 23 September 2023 to Taakulo office, Buurta Kalajeexan area, behind Ilyes Secondary School, Hargeisa Somaliland. Bid documents should be sealed, and hereinafter submitted as hardcopy.
