CALL FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF AN IT SERVER

Reference: SSP/IT/001/2022

The Somaliland Security Programme (SSP) is a UK-Funded programme implemented by Adam Smith International (ASI) which aims to improve the accountability and effectiveness of Somaliland’s security architecture in delivering Somaliland’s national security priorities.

Brief for scope of service: SSP requires a supplier who can provide and install a server.

Location: Hargeisa Somaliland

Services Required:

An IT server that can meet the requirements of large government bodies need. The IT server should be able to do the following:

• 32GB RAM – to ensure fast processing speeds of server requests.
• 4TB hard disk drive (HDD) – to ensure that sufficient storage capacity for every committee. Ideally, every committee would be apportioned 3TB and the remaining space be used for administrative purposes of the server.
• Windows Server 2022 Standard License pack (perpetual) – Software license (OS).

Racking requirements

• The room has already been installed with a rack 42U with a 24-portal patch panel so the server must be compatible with this system

EOI Requirements

SSP invites qualified and reputable IT Solution companies to apply, with a proven backing in providing similar services to national bodies. To be able to qualify the successful applicant will have to demonstrate/remit proof of the following:

• It is a firm/ company/ partnership/ proprietorship firm registered under the national legislation of the country in which it is domiciled;
• Its financial statements for the last 2 consecutive Financial Years;
• It is not blacklisted by any Central Government / Local Government / Government Bodies;
• It has been in the business of providing similar services for at least 2 years; and
• It has experience in providing similar portal development services to Local Government / Government Bodies

The EOI must cover the following components:

1. Technical Components

• A brief company profile that shows evidence of qualified personnel, solar mini-grid implementation equipment in Somalia, and experience working in Somalia, preferably South-Central Somalia. (2-pages).
• Evidence of company operation in Somaliland for at least three (3) years, with at least four (4) successful installations of IT Servers. (1 page)
• Detailed technical solution of the server which will be provided (2 pages)
• A work plan detailing delivery and installation timelines (1 page)_

1. Financial Components

• The financial proposal must include a detailed cost breakdown of the server and installation costs and equipment

1. References

• Three References including contact details for Government/Government bodies servers installed by the supplier

The Technical and Financial proposals will need to be submitted in electronic form by Friday, 23 September 2022 at 23:30 HRS (EAT). Proposals received after this time and date shall not be considered.
