2.0 OBJECTIVE
Provide sustainable and climate resilient water supply by drilling a high yielding borehole in Eilafwayne district, Sanaag region of Somaliland.
DRILLING SPECIFICATIONS AND INFORMATION
2.1 Specification
The Contractor will provide all services, equipment, consumables, tools, labour, fuels and lubricants, supervision, and any other item, not specifically mentioned in these specifications, required to successfully complete the contract.

2.2 Construction Period
This contract will be for the drilling of 1 borehole at Eil-afwayn district, Sanaag region of Somaliland. The contract duration is anticipated to be completed within three months starting from third week of May to end of third week of September 2017. The contract period once established will be counted from the date of contract award regardless of site, weather or geological conditions encountered.
2.3 Minimum Equipment, Facilities and Personnel
The Contractor is responsible for providing all equipment, materials and personnel necessary to successfully complete the contracted number of wells in whatever geological conditions that are found to exist. The Client shall not be held responsible for any delays or costs incurred in mobilizing additional equipment, should the equipment originally mobilized prove insufficient or inadequate for the work specified in the contract.
In general, the following will be required at for effective execution of the assignment:
- One (1) drilling rig with skilled complete crew. Specify type of drilling rig and its ownership too. The rig shall be capable of drilling to a depth of up to 400 metres.
- The rig is to be fully supported with a competent supervisor assigned full time for the duration of the project. Drilling supervisors shall be, unless agreed otherwise, the contractor’s elected representative vested with the authority to receive and administer instructions while making all decisions necessary for the efficient execution of the works.
- The rig is to be equipped with a drilling foreman who will be responsible for all well development and well testing activities and must have independent transport means.
- All support equipment necessary for the operation and maintenance of the rig and pumping equipment.
- Transport and communication facilities for the contractor’s drilling, construction, and installation crew.
- Temporary accommodation fitted with adequate sanitation and offices for the construction teams and construction supervisors.
- Temporary store facilities for materials, fuel, chemicals, and lubricants used for construction activities.
- All necessary materials for well completion (plain and slotted PVC casings, etc.), well testing and execution of civil works.
- All necessary testing equipment.
2.4 Equipment
The common successful drilling method is a combination of mud rotary (for the unconsolidated formation) and percussion with DTH for the consolidated formation with capacity of drilling over 400 meters with both drilling methods (Mud/DTH). See below bullet points of required equipments.
- Specification of the rig including capacity of the mud pump and compressor, drilling method and drilling depth of the rig
- Support trucks available for the drilling rig .i.e. cranes, dump trucks, water containers, and light vehicle for the supervisors
- Available accessories, including different type of bits, drilling rods, and other tools including deep meter, Electrical Conductivity meter, GPS, and others
- Availability of pump test equipments, like submersible pump and generators.

3.0 HYDROGEOLOGY and GEOPHYSICS
The groundwater feasibility study details the different formation in the areas. Contractors are advised to review the study report before starting the drilling works. In order to record the quality of water and different formations, the contractors are required to measure the TDS of the drilling fluid in one meter interval and collect corresponding lithological logs.
4.0 DRILLING SUPERVISOR
A Drilling Supervisor (DS) will be nominated at the award of the contract. The Drilling Supervisor represents the client in all dealings with the contractor on technical matters. The Drilling Supervisor’s duties are as follows:
- Communicate to the contractor, in writing, about the selected drilling sites.
- Provide written instructions for commencement of the works and issue certificates of provisional and final completion.
- Give written approval of the proposed work plan and receive and review all other related documentations required under the contract. All original documents are to be held by the Drilling Supervisor and filed neatly with copies sent to the client. On practical completion of the contract, all original documentation is to be forwarded to the client.
- Instruct the contractor in all matters relating to the execution of the works on site and in accordance with the terms of the contract.
5.0 CONTRACT CONDITIONS AND VARIATIONS
Contractor is expected to communicate any variation to the contract in writing to the Drilling Supervisor and forwarded to the client, accompanied by DS recommendations, for a decision. No works in relation to the requested variation shall be undertaken by the contractor until a decision is made by the client and given to the contractor in writing. Any claim for payment by the contractor for variations to the contract undertaken without approval will not be paid.
The contractor is expected to clearly read between the lines and note the condition of the contract before submitting a bid document and signing a contract agreement with TAAKULO.
6.0 METHODOLOGY
6.1 DRILLING METHODOLOGY
It is the responsibility of the contractor, as a suitably qualified and experienced professional, to select a drilling methodology suited to the result required. The rig to be deployed must be capable of drilling to a depth striking a good water yield with good quality at the final required diameter. Temporary casing may be installed in the well to prevent formation heave, collapse or sloughing. Furthermore,
- The indicative depth of the wells is 250m and if the actual depth of the well being drilled justifies any additional depth, the contractor will lodge a variation request in writing with the Drilling Supervisor who will forward this accompanied by DS recommendation to the client. The client’s decision, in writing, will be communicated back to the contractor through the DS.
- The contractor will be required to state the specifications of the drilling equipment and casing materials that will be used.

7.0 WELL DATA
The contractor will supply detailed well data, in which all the relevant information pertaining to the well are captured. This information is summarized as, type of drilling (mud, percussion, or a mix), daily rate of progress, drilling velocity, standing water level, location and type of well casing, drilling fluid, depth and description of core samples, TDS of the drilling fluid and other details shown on the well Log Template in annex.
The contractor will collect a 2 litre water sample from the drilled well in a clean plastic bottle and store in an insulated container. The water sample has to be immediately transported to a laboratory for analysis by a suitably qualified Water Testing Authority or recognized Water Testing Laboratory. The key parameters of concern and that should be analysed are full physical, chemical and bacteriological and test results should ascertain its suitability for human consumption.
The contractor will provide well completion report immediately upon completion of the drilling works. The well completion report will also be accompanied by water quality certificates capturing bacteriological, chemical and physical parameters.
8.0 LOGISTICS
The contractor is responsible for all logistics required for the entire operation. This includes things such as site office, staff accommodation, etc. All consumables will have to be transported to site at the contractor’s cost. Potable water in sufficient quantities and its transport to the drilling sites is the responsibility of the contractor.
9.0 Expected Deliverables, Reporting & Payment schedule

9.2 PAYMENT TERMS
There will be no advance payment for this work and all contractors are expected to cover their drilling costs. Subsequent payment will be made upon successful completion of the well drilling work. 10% retention will be deducted from the payment and will be paid within 3 months. Retention money (10% of the total contract sum) will be paid within 2 weeks after issuing of provisional acceptance certificate to the contractor. Relevant taxes, if applicable, will be dealt by the contractor and TAAKULO will not pay any taxes on behalf of the contractor.
10.0 INSURANCE
All required insurance for public and private liability covering injury or death and property damage or loss will be the sole responsibility of the contractor. The contractor will provide TAAKULO with the insurance certificates before the works commence.

11.0 REPORT COMPILATION
A detailed project completion report is to be compiled and submitted by the contractor (bound form) in three identical hard copies and 3 identical electronic copies to TAAKULO, before final payment is made to the contractor.
12.0 MANAGEMENT, ORGANIZATION AND TIME SCHEDULE:
- The contract will be issued by TAAKULO, and a dedicated focal point within TAAKULO will be appointed for all communications.
- TAAKULO will facilitate contacts with the local authorities and institutions in the towns in order to share necessary information.
- The time given for completion of the assignment will be specified in the contract document and will be based on drilling progress. The same will apply to contract commencement date as this process could take a couple of weeks before a contractor will be selected for the works.
