1 Background
Lifeline-Gedo (LLG) is a Somali national non-governmental organization established in 2005, with a strong
presence in Jubaland State and the Banadir Regional Administration. Over the past two decades, LLG has built
extensive experience in delivering integrated humanitarian, resilience and development programmes for
vulnerable and crisis-affected communities. The organization works closely with communities, government
authorities, donors, UN agencies, international NGOs and other local and national actors to design and
implement contextually appropriate interventions that respond to evolving humanitarian and development
needs.
LLG's programming covers food security and livelihoods, WASH, health and nutrition, resilience, cash and
voucher assistance, protection mainstreaming, women's economic empowerment and climate resilience.
Through sustained programme implementation and strategic partnerships, LLG has progressively strengthened
its technical expertise, organizational systems, governance, programme quality and operational capacity. The
organization is actively engaged in coordination mechanisms and partnerships that promote locally led
humanitarian and development action.
LLG's previous strategic plan has reached the end of its cycle. In parallel, LLG has undertaken a Board selfevaluation and an internal review of its policy architecture, both of which identified priority areas for
institutional strengthening. This consultancy will build on that work to produce a strategic plan that consolidates
LLG's institutional sustainability, accountability, localization agenda, strategic partnerships and capacity to
deliver high-quality, community-centred programmes.
2 Rationale and alignment
The new Strategic Plan must be developed in explicit alignment with:
▪ Somalia's National Transformation Plan (NTP) 2025–2029 and relevant Jubaland State and Banadir
Regional Administration development priorities;
▪ The Somalia Humanitarian Needs and Response Plan and applicable cluster strategies;
▪ The Core Humanitarian Standard on Quality and Accountability (CHS) and Sphere standards;
▪ Grand Bargain and Charter for Change localization commitments, and the Somalia NGO Consortium
localization agenda;
▪ IASC minimum standards on Protection from Sexual Exploitation and Abuse (PSEA) and Accountability to
Affected Populations (AAP);
▪ The Sustainable Development Goals and applicable climate adaptation frameworks;
▪ LLG's existing governance, finance, procurement, HR, safeguarding, PSEA, child protection, data
protection, risk management and quality policies, together with the outstanding action points of the LLG
Board Evaluation Report and the internal policy gap analysis.
3 Objectives
3.1 OVERALL OBJECTIVE
To support LLG in developing a practical, evidence-based and forward-looking Strategic Plan for 2026–2031 that
strengthens organizational effectiveness, localization, governance, sustainability, partnerships and programme
quality.
