**for Construction of 200 Residential Houses, a Mosque, a School, a Health Facility, and an Elevated Water Tank in Luglow Kismayo – Jubaland State, Somalia*

 **1. INTRODUCTION**

 **Tadamun Social Society (TASS)** is a national, non-profit non-governmental organization (NGO) established in 1992 by a group of intellectuals in response to the urgent need for social welfare in Somalia. TASS is headquartered in Garowe, with sub-offices in Mogadishu, Kismayo, Bosaso, Gardo, and Galkayo. Since its inception, TASS has served the Somali community, gaining extensive experience in various sectors, including education, health, nutrition, protection infrastructure, WASH (Water, Sanitation, and Hygiene), emergency preparedness, and youth and women empowerment programs. TASS’s beneficiaries include internally displaced people (IDPs), host communities, and refugees, with a particular focus on children. TASS invites qualified and experienced contractors to submit their Expression of Interest (EOI) for prequalification to participate in a future tender process for the construction component of the project titled:

 **“Joint Implementation Program for the Construction of 200 Housing Units with Healthcare and Educational Facilities and Basic Infrastructure for Flood-Affected People in Kismayo, Federal Republic of Somalia.”*

* This project is funded by the King Salman Humanitarian Aid and Relief Centre (KS relief) and aims to contribute to promoting the achievement of durable solutions, reducing displacement-related vulnerabilities, and improving the living conditions of displacement-affected communities in Kismayo. Only shortlisted firms from this EOI process will be invited to submit full proposals in the subsequent tender phase. 

**2. SCOPE OF THE WORK:

** The scope of the work is construction of 200 two-bedroom houses, a 6-classroom school with offices and latrines, a 300 sqm health center, a 400 sqm masjid, and an elevated water tank with a distribution system.

**3. ELIGIBILITY

** Interested companies must meet the following criteria to be considered: 

1. The company must be registered and have a valid license and valid tax compliance to operate in Somalia 

2. Demonstrated experience in the construction especially large-scale projects or similar infrastructure projects in Somalia or other comparable contexts. 

3. Availability of skilled personnel, equipment, and resources required to complete the project on time and within budget. 

4. Proof of financial capacity to undertake large-scale construction projects. 

5. Adherence to local laws, regulations, and international construction standards.

 6. Commitment to employ local labor and promoting gender equity in the construction process. 

7. Demonstrated commitment to comply with environmental regulations and health and safety standards applicable to large-scale construction projects.

 8. Willingness to comply with TASS’s quality, safety, and reporting requirements as part of future contractual obligations.

4.  EOI SUBMISSION INSTRUCTIONS

Interested parties are strongly encouraged to submit their applications to ensure a fair and streamlined selection process. Each interested party must compile and send their application along with all necessary support documentation, which includes the completed and relevant references to the specified email address. It is vital that the subject line of the email clearly indicates the scope/component for which the bid is intended.

The evaluation committee reserves the right to award the contract to the most suitable bidder based on the submitted documentation, ensuring the integrity of the selection process.

Additionally, interested company must note that all tender applications and offers must be submitted electronically to the designated email. Any requests for clarification regarding the tender process should be directed at the same email address, ensuring that inquiries are addressed promptly and efficiently.

  • Clarifications and Amendments
  • Clarification Requests: Interests companies may send clarification emails to [email protected] before 4:00 PM on 24th September 2025.
  • Amendments: Any changes to the documents will be shared with all prospective parties.
  • Deadline and Opening
  • Submission Deadline:27th September 2025 at 4:00 PM (EAT). Late submissions will not be considered.
  • Opening: A formal prequalification opening session will be held by TASS and documented internally.

  • Clearly label all documents to indicate their content and relevance.
