INTRODUCTION
Windle International Somalia (WISOM) strategic priorities in empowering women-led small businesses
are centered on building resilience, enhancing skills, and creating sustainable opportunities for economic
participation. Through the Empowering Women through Investment and Inclusion Networks in Somalia
(e-WINS) project, Windle aims to provide holistic support for women entrepreneurs.
A: TASK
Windle International Somalia hereby invites qualified and eligible contractors to submit bids for the
Construction of Women Promotion Center in accordance with the specifications outlined in BOQ (Annex
A) attached to this document.

B: BIDDING INSTRUCTIONS AND REQUIREMENTS

1. Bid Submission
   • Each bidder may submit only one bid, either individually or as part of a joint venture. Multiple
   submissions will result in disqualification.
   • Joint venture partners shall be jointly and severally liable for contract execution.
   • All bids must be typed or written in indelible ink, signed by an authorized representative, and
   initialed on all amended pages.

deadline for submission is on Tuesday 28th October 2026, at 1600hrs Bids submitted after the deadline will not be
accepted.
