A key project component involves constructing household-level rainwater harvesting ponds for 200 vulnerable agro-pastoral households. This Terms of Reference (ToR) outlines the requirements for the procurement, custom-cutting, and delivery of High-Density Polyethylene (HDPE) Geomembrane sheets. These sheets will serve as impermeable liners for the water harvesting ponds, a critical intervention for enhancing water security and community resilience. * .[\[MS1\]](#_msocom_1)  **2.0 Target Beneficiaries and Locations** The procurement will directly benefit **200 households** across the following four locations: **

Table 1: Distribution Plan** No.LocationNumber of HouseholdsNumber of HDPE Sheets1Beeyo Liibaan50502Abaarso50503Gogoysa50504Xidhinta5050Total200200 **3.0 Objective of the Procurement** The primary objective of this procurement is to secure a qualified supplier to provide, custom-cut, and deliver 200 high-quality, durable HDPE Geomembrane sheets to the specified project sites, ensuring the successful and timely implementation of the rainwater harvesting program. **4.0 Scope of Work** The selected supplier shall be responsible for the following: * **Supply and Custom-Cutting:** Procure and precision custom-cut **200 sheets** of **1.0mm HDPE** **Geomembrane**, each measuring **14m x 8m** (Total area: 22,400 m²). * **Quality Assurance:** Ensure all materials supplied conform to the technical specifications and ASTM/ISO standards. All sheets must be free from defects. * **Packaging:** Securely package the custom-cut sheets for transport to prevent damage. * **Delivery and Logistics: the supplier should indicate the expected date of delivery of the products** 1. **Primary Delivery:** First, deliver all materials to the AAIS Head Office in Hargeisa for initial verification of quantity and quality by the project team. 2. **Secondary Distribution:** Upon successful verification, transport the materials to the designated distribution points in each of the four (4) project villages listed in Table 1. * **Coordination:** Closely coordinate with the AAIS project team to schedule all deliveries. * **Documentation:** Provide all necessary shipping and customs clearance documents, including delivery notes, waybills, and detailed packing lists. **5.0 Mandatory Supplier Requirements** The supplier must meet the following mandatory criteria to be considered: * Must be an **ISO-certified manufacturer or authorized distributor** of HDPE Geomembranes. * Must provide a valid copy of their **ISO certification**. * Must provide a comprehensive **Product Data Sheet (PDS)** and **Certificate of Conformity (CoC)** for the supplied materials. * Must demonstrate that the required material is **in stock** and ready for immediate dispatch. * Must provide evidence of **prior experience** in supplying and custom-cutting HDPE geomembrane sheets of a similar scale and size. * All materials must comply with **ASTM/ISO standards** as specified in Section 9.0.
