Mandatory Submission Requirements: 

1. Valid Vehicle Registration.
2. Valid Tax Certificate for Q1 2024.
3. NISA security clearances certificate.
4. Clearance Letter on Vehicle Access to and Exit from Madina Gate, Marine Gate and Civilian Gate.
5. Copies of Current Driver’s Licenses for Driver and ID.
6. High school or education qualifications for Driver must know intermediate English.
7. Valid Certificate of Direct Access to Mogadishu International Airport (MIA).
8. Proof of Valid Comprehensive Vehicle Insurance.
9. NDAA Section 889 Representation Form. See Annex A Below.

If the Offeror does not submit the Mandatory Submission Requirement documentation, they will be disqualified.

This request for quote does not constitute an order. Buyer will not pay offer preparation costs. Buyer may accept other than the lowest priced offer based on 
trade-offs between cost and quality or to further its socioeconomic programs. Buyer reserves the right to reject offers (a) received after the date and time specified, (b) not responsive to the solicitation, (c) with unbalanced line item pricing, or (d) from vendors restricted from doing business with the U.S. Government.
Notwithstanding the terms of this Request for Quote/Proposal, offeror acknowledges that DT Global reserves the right to reject any or all Quotes/Proposals for whatever reason DT Global determines, in its sole discretion, to be in its best interests. Offeror further acknowledges that DT Global may for whatever reason waive any or all formalities and terms of this Request for Quote/Proposal and that nothing in the terms of this Request for Quote/Proposal shall give rise to any claim or cause of action, including without limitation any claim for breach of implied-in-fact contract to treat Quotes/Proposals in accordance with the terms herein.

• Material Safety Data Sheets (MSDS) are required with quote. 
• No substitutes or From Fit and Function alternative part numbers will be accepted.
• Product or Service is in support of a Government Contract.
• Shipping – Package items for shipment in accordance with the International Air Transport Association (IATA) regulations.

Description of Scope:
Rental of 5-seater 4x4 Soft Skin Vehicle inclusive of driver and fuel in excellent working condition
1. Vehicle specification:
• 4-seater station wagon (Toyota Surf or equivalent)
• Soft skin
• Engine capacity 1800cc- 2400cc
• Year of manufacture- 2017 or later
• Free from logos or marking of any kind.
2. Availability of vehicle:
• The vehicle shall be at DT Global full disposal up to 10 hours a day, from approximately 7am – 5pm.
3. Number of days per week the vehicle and driver are needed:
• The vehicle and driver shall be availed to DT Global five (5) days per week.
4. Duration of service: 
• 5.5 months (Approximately 21st April 21st
- up to 06 September, 2024)
5. Scope:
• Vehicle hire inclusive of driver and fuel and general maintenance. NISA / security clearances for the drivers are required and the assurance that they will be 
able to enter / exit Medina Gate- Provide NISA clearances.
6. Number of drivers at DT Global full disposal for duration of contract:
• One (1) designated driver to be assigned to DT Global for the duration of the contract. Driver shall have 3 years’ experience and be trained on the basic 
security procedures and safety precautions.
7. Mechanical breakdowns:
• In case of unforeseen mechanical breakdown, the provider shall supply DT Global a vehicle of similar specifications and capacity within one-hour.
8. Insurance: 
• Vehicle must have comprehensive insurance cover- shall be verified before award.

DT Global will not respond to questions pertaining to this RFQ over the phone. DT Global will not in any way assist Offerors in preparing their bids nor reimburse any bid preparation costs incurred by the Offeror.
