INTRODUCTION

Somali landmass is considered as arid semiarid with variable climate, where both average temperature and evaporation remain very high; 300C and 2000mm respectively while the average annual rainfall is 350mm. Moreover, it is considered primarily semi-desert, under this picture, the community living in this kind of intricate environment faces difficulties in livelihood in the continuity of existence without water. 

 Water is one of the natural resources endowed with the world. Water remains the backbone for the socio-economies development of a community. Furthermore, water is life for every person, and has a right to get clean and safe drinking water. For these reasons, the policy of the QC is to ensure the basic rights of every person by solving the water problems and crisis caused by climate change through close coordination with national and state level actors. 

Qatar Charity as an international organization working in Somalia since 2007, aims to establish, rehabilitate, and develop sustained water infrastructure and improve accessibility for both rural villages and pastoralists and Agro-pastoralists to make water supply reliable, clean, and safe. To achieve the goal, QC intends to desing and implement number of dams in the areas where there is a possibility of rainwater harvesting, which can supply sufficient and sustainable water in rural areas by partially harvesting an estimated volume (more than 220 M m3) of rain-flood water that ends up seasonally into the Indian Ocean.  We believe that this initiative would relieve the targeted communities from the harsh livelihood when rainfall delays. Undertaking and establishing these water infrastructure systems would suffice and sustain water demand for both livestock and irrigation for agriculture to produce daily cash crops in the selected sites. Environmental rehabilitation will be part of the water infrastructure systems because without maintaining the environment surrounding water supply systems, the livelihood would not be sustainable.

PURPOSE OF THE CONSULTANCY

The objective of the consultancy is to undertake a feasibility study of two large dams. The objectives also include complementing the knowledge, setting up a feasibility study for dams and providing detailed plans to develop water-related infrastructure for socio-economic development including environmental and social safeguards risks and mitigation measures.

Specifically the Consultant will:

  • Caryy out field and desk assesment and conduct hydrological and hydroegeological surveys, design water infrastructure (including developing BOQs) and

  • Provide technical backstopping and  supervision for constrcution works of two dams in Lower Juba of Jubaland and Sanaag region of Somaliland.

SCOPE OF WORK

The consultant will work closely with the government officials particularly ministfy of water, water sector actors, community leaders and members in the two project sites to undertake the following tasks:

  1. Background desk study of available literature

Acquire and synthesis background information including the design reports of existing infrastructure, hydrogeology for the purpose of improving the quality of assessment and preparing comprehensive assessment, hydro-geological and design reports

  1. Field Assessment and Design of Surface Dam:
  • Topographical survey of the site and the catchment area with clear delineation of the catchment area; 
  • Geology and soil investigation of the site; 
  • Collection of meteorological and hydrological data that include rainfall, temperature, evapotranspiration, 
  • Determining of the number of users (livestock/human population); 
  • Determining the type of use (livestock or domestic) and quantity required; 
  • Carrying out environmental and social impact assessments including mitigation measures; 
  • Establishment of management committee; and 
  • Identification of training needs for the management committee and operators
  • Detailed design of the dams for each site
  • Develop BOQs and tendering documents for each sites

Construction Backstoping Supervision

  • Provision of an effective and efficient supervisory support to the appointed contractors as per established norm/standards. 

    • Maintain physical presence at the site: The supervisor is to maintain a constant physical presence at all times with the contractor’s field staff. 

    • Day to day supervision of the appointed contractor(s) in the field and accountable for the provision of technical, operational guidance, payment schedules for contracts works, and completion reports.

  • Ensure that the construction works is done according to established standards and contracts.

    • Conduct Quality assurance of work done by providing oversight and ensure standards and norms are adhered to during construction works.

    • Liaison with contracted construction team / management to define and agree the contract objectives. 

    • Ensure that construction work is done as per specifications
