Somali Conciliation Barometer (Heshiin- Beeg) Pilot Study

SSF III is seeking to contract a renowned research institution or organisation with extensive expertise in (Re)Conciliation Barometers, Peace(building) Indexes, or similar work in fragile, post-conflict contexts to pilot a Somali Conciliation Barometer (Heshiin Beeg) with an emphasis on neutrality, professionalism, and independence in designing a context-appropriate methodology and its implementation.
The proposal may include a partnership between a lead organisation and local partner(s) as appropriate.
The lead organisation will be expected to involve credible local research partners to ensure contextually relevant – and conflict sensitive – data collection, closely collaborate with the SSF III team to align with SSF III’s values and strategies and engage with government institutions at various levels.
The partnership structure and responsibilities of each partner includes:
1. Lead organisation: Contract holder with SSF III; co-design and training of methodology and tools, further development and adaptation of methodologies; drafting of reports; quality assurance; collation, aggregation, validation, and presentation of findings; translation of Conciliation Barometer into Somali dialects.
2. Local partner(s): Data collection logistics, protocols, implementation, quality assurance, and data cleaning for analysis; ensure that data collection is done in a conflict sensitive manner; conduct high quality interviews and surveys and produce high quality notes and data to analysts; support analysis throughout; engage with key stakeholders to sensitise and ensure conflict sensitive work.
