The Ministry of Health and Human Services, Federal Government of Somalia (FGS), receives funding from various sources, including the Government of Somalia, Global Fund, GAVI - the Vaccine Alliance, the World Bank, and the World Food Programme, among others.

A portion of this funding has been allocated for the procurement of Air Cargo Services under a Framework Agreement for 2025-2026.

The Air Cargo Services will be procured on an "as and when required" basis over a period of two (2) fiscal years, 2025 and 2026, through Call-off Orders, in accordance with the terms and conditions set forth in the Framework Agreement.

How to apply

Interested eligible bidders are requested to submit their bid documents to [email protected] and copy [email protected] no later than 1st February 2025 at 05:00PM (Mogadishu time). Late bids will automatically be rejected.

Interested eligible bidders may download a complete set of bid document from the Ministry of Health website: www.moh.gov.so and Somalijobs website www.somalijobs.com.

The bidding will be conducted under National Competitive Bidding.

The base price of each item should be inclusive of a 3% FGS tax if applicable.

Bidders are allowed to bid for one or both lots.

Quotations must include all items listed in the Schedule of Requirements. Any partially completed Schedule of Requirements will be deemed non-compliant and result in disqualification. Bidders submitting quotations for a single Lot must still provide a fully completed Schedule of Requirements specific to that Lot.

The bid validity should be valid for one hundred and twenty (120) days from the closing date of the bid.

Submitted bids will be opened immediately after the closing date.

Bids will be awarded on the basis of a Framework Agreement.

The Framework Agreement will be renewable annually based on performance.

The Purchaser shall issue Call-off Orders under this Framework Agreement in accordance with the procedures set out in the Somali Procurement Act 2015.
