PRODUCTION OF 447 SOLAR STREET LIGHTS FOR PROJECTS IN

SOMALIA

The Nordic International Support Foundation (NIS) is seeking quotation to supply 447 (Four Hundred and Forty-Seven) solar streetlights to be installed in different towns/cities in Somalia. The streetlights will be installed along various streets, which on average are between 800 and 900 m long and 15-30 m wide. The distance between the street lights will be a maximum 40 m.

The quotation shall be based on the technical specifications provided below. However, NIS is open to quotation based on alternative designs and products provided these are cost-competitive and achieve the same results as the NIS specifications.

Quotations are sought for the production/procurement of streetlights only. Shipment, Transportation, and installation costs shall not be included in the quotation.

Submission of proposals

Interested companies are required to provide the following details:

• Information about the firm’s background, organizational structure, production capacity and relevant expertise/experience in providing streetlights in similar contexts (max 2 pages);
• Three contracts of similar projects for the production of solar streetlights worth at least USD 350,000.00 in the last 4 (Four) years.
• Three letters of recommendation citing specific projects.
• A detailed quotation in USD with a price breakdown showing each system component, detailed design, technical data sheets /specifications of all core items (Solar panel, Battery, LED light, Charge controller and pole) and installation manual.
• The total costs in each bid shall be inclusive of all taxes, duties, fees and other impositions paid by the firm in supplying the goods specified in this Call.
• Delivery time and location where the goods will be picked up by a transporter designated by NIS Foundation.

Bids are required to include full detailed technical solutions within the following parameters:

• All system equipment must have a functioning lifespan of at least 20 years for PV panels and 10 years for power electronics;
• All materials and equipment must be proven to perform in extreme environments relating to heat, humidity, wind and dust;
• Full technical specifications are required for all components;
• Components and parts used in LED Solar Street Lighting System should confirm to the latest BIS/ international specifications, wherever such specifications are available and applicable. A copy of the test report / certificate stating conformity of BIS/ international standards must be submitted;
• The PV module will be warranted for a minimum period of 10 years from the date of supply and the LED Solar Street Lighting System including the battery, will be warranted for a period of at least 3 years from the date of supply.

When deviations to the technical specifications in this Call are suggested, concrete and thorough technical justifications are to be provided.
