EMERGENCIES (RISE).

The SADAR DEVELOPMENT AND RESILIENT INSTITUTE has received financing from the International
Fund for Agricultural Development (“the Fund” or “IFAD”) towards the cost of Response Initiative for Somalia
Emergencies (“RISE”). (“the client” or “procuring entity”) and intends to apply part of the proceeds for the
recruitment of consulting services, for which this REOI is issued.
I. Purpose and objectives of Audit Service.
The objective of the Post Distribution Monitoring (PDM) is to assess the relevance and utility of the project
inputs and to assess the effectiveness and efficiency of the assistance provided to the beneficiaries. Specific post distribution survey objectives include:
I. Determine profile of the beneficiary households and whether it corresponds with the project poverty targeting and social inclusion strategy.
II. Determine effectiveness activity, distribution process in relation to addressing needs of the community.
III. Assess the timeliness and appropriateness of the distribution.
IV. Identify shortcomings in implementation process.
V. Identify achievements and highlight them (acknowledge and celebrate success).
VI. Determine beneficiaries’ awareness of the existence of the project feedback mechanisms and information on entitlements.

A Consultancy firm will be selected using the Consultants Qualifications Selection (CQS) method set out in the consultants’ selection.
The shortlisted consultant(s) will be provided with the detailed TORs and asked to submit a detailed technical and financial offer. The evaluation will include a review and verification of qualifications and past performance,
including a reference check, prior to the contract award.
