TENDER NOTICE

Gargaar Relief and Development Organization  - GREDO is national non-profit that has been working in humanitarian and development for the past 29 years plus focusing in emergency response, food security and livelihood, education, health, nutrition and WASH, protection, peace building and reconciliation.

INVITATION TO GREDO STRATEGIC PLAN 2022 TO 2024 .

Current projects includes both short time and multi-year projects. GREDO’s 3 year strategic plan is to end on 31st April 2022.  Therefore, GREDO is expected to prepare a five year strategic plan 2022-2024 which sets the long term direction for the implementation of its programmatic interventions in conjunction with National Development Plan-federal level, South West State Development Plan, Humanitarian Development Plan and other existing frameworks.

  1. Objectives

The overall objective of this consultancy is to develop a three year Strategic Plan to ensure that GREDO fulfils its organizational mandate.

  1. Scope of Work

The scope of work for the Consultant will include but not be limited to:

  • Review the vision, mission, goals and objectives based on organizational mandate;
  • Undertake stakeholder mapping and analysis;
  • Undertake a situation analysis of GREDO operations to date;
  • Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same;
  • Review the institutional capacity, organizational set-up, financial and administrative systems against the organizational mandate and the identified strategic objectives and key result areas; and make recommendations, if any;
  • Propose a strategy for achieving the strategic objectives and key results;
  • Develop a Results and Resources Framework for the plan period;
  • Hold stakeholder meeting(s) to validate the draft Strategic Plan;
  • Finalize Strategic plan and submit to GREDO Senior Management Team.
  1. Deliverables
  • A three year strategic plan including a results and resources framework
  • Report on the process including stakeholder consultations and workshops
  1. Time Span.

This assignment is expected to be carried out for a period of 30 man-days, between from 1ST MAY 2022 TO 30TH MAY 2022

  1. 6. Institutional Arrangements

The Consultant will report directly to the Executive Officer of GREDO. GREDO will provide relevant background documents necessary for the assignment including, the National Development Plan-federal level, South West State Development Plan, Humanitarian Development Plan and other existing frameworks. Previous Strategic Plan, , GREDO monthly, quarterly reports and annual reports, the M&E framework and the GREDO communication policy. GREDO shall be responsible for the coordination of meetings and other activities under the Consultancy.

  1. Expertise

  2. a) Academic Qualifications

At least a master’s degree in a relevant field in the area of planning, public policy, development studies and

  1. b) Experience
  • At least five years professional experience in strategic planning and management
  • Prior working experience on decentralization issues is an added advantage
  • Demonstrated experience in working with government partners and other stakeholders in public sector development programs especially in the area of capacity development
  1. Skills and Competencies:
  • Ability to work with minimal supervision;
  • High level written and oral communications skills in English
  • Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact,
  1. Diplomacy and integrity;
  • Demonstrate excellent interpersonal and professional skills in interacting with government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Experience in research, policy development, management and programming-related work.
