REQUEST FOR EXPRESSIONS OF INTEREST (EoI)

TITLE: BASELINE ASSESSMENT OF RESPONSE INITIATIVE FOR SOMALIA EMERGENCIES.

The SADAR DEVELOPMENT AND RESILIENT INSTITUTE has received financing from the International Fund for Agricultural Development (“the Fund” or “IFAD”) towards the cost of Response Initiative for Somalia Emergencies (“RISE”). (“the client” or “procuring entity”), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued.
- Baseline survey purpose and objectives
The overall objective of the baseline study is to provide an information base against which to monitor and assess the project’s activities’ progress and effectiveness during implementation and after the completion. The baseline study is intended to provide the key stakeholders with detailed baseline data on key project indicators. In particular, the baseline study will help to:
- Determine the current level of access to agricultural and livestock inputs, markets, and technologies for enhancing agricultural and livestock productivity.
- To determine the current level of access to water and technologies for irrigation and domestic use for enhancing productivity and production of small-scale farmers
- To determine or establish the current level of climate-related risks and their impact for small-scale farmers and pastoralists.
- To understand the project’s implementation context, particularly local populations’ strategies ‘and local capacities for resilience, and factors that affect household and community resilience.
- Key Lines of inquiry/Research questions
- What evidence can be drawn for establishing project base values that demonstrate the current level of access to agricultural and livestock inputs, markets, and technologies for enhancing agricultural and livestock productivity?
- What is the current level of access to water and technologies for irrigation and domestic use for enhancing productivity and production of small-scale farmers?
- What evidence can be drawn from the existing household income, livelihood capitals, communal assets, safety nets as well as local community governance structures in order to strengthen the food security and resilience of the target HHs and communities?
- What are the government, non-governmental, and community institutions that support coordination of food security, resilience, and durable solutions efforts and work to mitigate community conflicts and to challenge harmful gender practices and what capacities do they lack to achieve their objectives?
- What are key recommendations and lessons for quality project implementationin the project areas?
A Consultancy firm will be selected using the Quality and Cost Based Selection (QCBS) method set out in the consultants’ selection.
Following the Expression of Interest, a short list of prequalified firms will be compiled and the request for proposals issued to them. The selection of consultants is in accordance with the procedures set out in the SADAR/IFAD procurement guidelines.
