1. Background

General Background

Qatar Red Crescent Society (QRCS) is Humanitarian Organization working in more than 17 countries around the globe. Since its inception, QRCS has worked to improve people life, increase agricultural productivity, raise the standard of living within disaster affected and poor communities in rural populations an contribute to their economic recovery and resilience.  Achieving food security for all is at the heart of QRCS's efforts to make sure people have regular access to enough quality food to lead active, healthy lives.

To achieve its goals, QRCS cooperates with thousands of partners worldwide, from farmers’ groups, to traders, from non-governmental organizations to other UN agencies

In this context, QRCS invites competent and qualified suppliers to submit sealed bids for the Procurement and Supply of Commercial Items for 122 small business shops located in Banadir (Mogadishu), Garowe, and Qardho.

2. Objective of the Procurement

  • The objective of this procurement is to:
    Identify capable suppliers who can deliver high-quality commercial goods to QRCS project sites.
  • Ensure timely and complete delivery of specified goods in the correct type, quality, and quantity.
  • Assess suppliers based on their operational capacity, financial reliability, and cost efficiency.

3. Scope of Supply

The successful bidder will manage the full supply process — from procurement to delivery — of commercial and textile items to 122 small business shops in the target areas.

Deliveries will made to the designated sites in Banadir, Garowe, and Qardho, under the supervision of QRCS.

The supplier shall:

  • Follow QRCS specifications for all items.
  • Ensure all goods meet required standards.
  • Handle all transportation, loading, and offloading.
  • Deliver all goods in full and on time.

4. Tender Basis

  • All tender documents must completed in full; incomplete submissions will disqualified.
  • No changes or alterations are allowed in the official tender documents.
  • Bids must remain valid for 30 days from submission date.
  • All prices must be quoted in USD and include transportation, loading, offloading, and applicable taxes.
  • A detailed delivery schedule and logistics plan must attached.
  • QRCS will not be responsible for any damages or losses during delivery or site visits.
  • Bidders are advised to take all necessary safety and security precautions.

5. Eligibility of Applicants

Applicants will disqualified if they:

  • Are bankrupt or under bankruptcy proceedings.
  • Have convicted of professional misconduct.
  • Have engaged in misrepresentation or dishonesty.
  • Have unpaid taxes.
  • Have conflicts of interest with QRCS personnel or projects.
  • Have terminated by QRCS for prior contractual breaches.

6. Supplier Requirements

All interested bidders must submit:
a) Company profile with full contact details.
b) Valid registration certificate (preferably from the Ministry of Commerce Federal government).
c) Valid tax certificate (latest quarter, 2025) ministry of finance government of Somalia.
d) Bank statement (past six months showing transactions and balance).
e) Evidence of relevant experience with NGOs/UN agencies in Somalia.
f) Quotation in USD inclusive of transportation, loading, offloading, and applicable taxes.
g) Delivery locations: Poor host communities in Banadir, Garowe, and Qardho.
h) All documents must submitted in English.

A. General Goods for One Small Business Shop

Includes, but not limited to:
Freezer (Model 304 SLS), beverages, food items (rice, flour, sugar, milk powder), cosmetics, hygiene products, detergents, snacks, stationery, cooking oil, canned food, and other assorted commercial goods.

B. Textile Items for One Shop (Ganacsiga Dharka)

Includes, but not limited to:
Women’s clothes, hijabs, dresses, bed sheets, men’s shirts, children’s clothes, sewing machine, macawis, and assorted garments.

9. Language of the Bid

All bids and correspondence must be in English.

10. Bid Currency and Prices

  • All bids must quoted in USD.
  • Prices must remain fixed for three (3) months, covering evaluation, award, and implementation.

11. Evaluation and Award Criteria

The contract will awarded to the most economically advantageous bid, evaluated based on:

  • Quality and compliance with specifications.
  • Delivery capacity and timeline.
  • Price competitiveness and supplier credibility.

QRCS reserves the right to accept or reject any bid, and to vary quantities by up to 10% at the time of contract award without changing the unit price.

Submission Requirements:

  • Hard copies must be sealed and stamped in an envelope labeled:
    “QRCS – Goods Packages for Mogadishu, Garowe and Qardho”
  • Submissions must include separate technical and financial proposals (in two envelopes).
  • Any bid with a bank statement placed inside the financial envelope will automatically disqualified.
  • Unsealed envelopes will not accepted.
