Request for Expression of Interest from NGOs to partner with WHH in BMZ Private Agencies Projects

Background:

Welthungerhilfe (WHH) has been supporting humanitarian and development projects in Somaliland since 2001, in partnership with local NGOs. WHH is planning to apply for a new partnership projects funded by the German BMZ under the Private Agencies portfolio (BENGO). WHH will prepare a full proposal for projects in Summer 2025 with the support of the identified local partner organisations. BENGO projects are partner driven, this means, project ideas, proposal development and implementation is mainly done by local partner organizations, while WHH takes the role of a facilitator. 

Local organisations interested in partnering with WHH in Somaliland are invited to submit their Expression of Interest along with a concept note of a potential project. Please present the organisation’s experience in the fields of economic development, rural development, women empowerment, business development, skills development, livelihoods, agriculture, WASH, and social stability. Please, provide a detailed description (2-3 pages) of the problem to be addressed, the proposed activities, intended outcomes, target groups and respective beneficiary numbers as well as a tentative budget according to the realistic capacities of the NGO (containing budget headers for Project activities, Operational costs, Staff, and Other).

Interested organizations submit their concept with the subject “BENGO 2026 Partner” by 09th of April 2025 to: [email protected]  . Interested organizations need to be officially registered as a Non-Profit Organization in Somaliland. 

• detailed description (2-3 pages) of the problem to be addressed, 
• the proposed activities, intended outcomes, target groups and respective beneficiary numbers 
• a tentative budget according to the realistic capacities of the NGO (containing budget headers for Project activities, Operational costs, Staff, and Other).

After the deadline, organizations who submitted a concept will be contacted by WHH to explore the possibility of a cooperation. Please note again that the funding for this project is not yet secured, but depends on a jointly developed proposal during this year.
