1. Background

The Somaliland Women’s Resource Center (SWRC) is a leading national non-profit organization committed to promoting gender equality, women’s empowerment, and social justice in Somaliland. SWRC implements programs that amplify the voices of women and girls through advocacy, community mobilization, research, capacity building, and policy engagement.

Established in 2021 in response to barriers facing educated women in accessing employment—despite their qualifications—SWRC provides opportunities for networking, soft skills development, and confidence-building. To date, SWRC has trained over 1,400 women and girls, with 350 graduating from programs and 150 securing employment or internships. Recognized by government ministries and international development partners SWRC also integrates climate resilience and environmental awareness into its programming in partnership with local NGOs.

To enhance its visibility, outreach, and advocacy efforts, SWRC invites qualified companies and individuals to apply for prequalification to provide communication and media services on an as-needed basis.

2. Objective of the Prequalification

The objective is to establish a Prequalified List of competent service providers—firms, media houses, and individual consultants—specializing in communication and media services. Prequalified providers will be eligible to participate in future assignments, such as Requests for Proposals (RFPs), quotations, or direct contracting, depending on the nature of the assignment.

3. Scope of Services

Prequalified providers may be contracted to deliver any of the following services:

  • Development and implementation of communication and media strategies.
  • Creation and production of multimedia content (e.g., short films, documentaries, testimonials, radio jingles).
  • Graphic design and layout of reports, brochures, banners, and online content.
  • Social media content creation, scheduling, management, and analytics.
  • Photography, videography, editing, and post-production.
  • Media liaison and event coverage.
  • Development of visibility and advocacy materials aligned with SWRC’s brand identity.

4. Eligibility and Qualification Criteria

Interested applicants must submit the following:

  1. Company/Consultant Profile: Including years of experience and areas of expertise.
  2. Valid Business Registration Certificate: Authorized to operate in Somaliland.
  3. Portfolio: At least three samples of recent, relevant work (preferably with NGOs, UN agencies, or government).
  4. Client References: Contact details for at least two recent clients (within the last three years).
  5. CVs of Key Personnel: For companies, provide CVs of technical staff (e.g., graphic designers, editors, videographers).
  6. List of Equipment: Cameras, editing software, drones, or other in-house technical tools.
  7. Tax Clearance Certificate (if applicable).

How to apply

Prequalification Process

  • All submissions will be evaluated for eligibility and completeness.
  • Only shortlisted applicants will be prequalified for future assignments.
  • Prequalification does not constitute a contract or guarantee of work.

6. Submission Guidelines

Applicants should submit:

  • A signed and stamped Expression of Interest (EOI) letter.
  • All supporting documents as listed in Section 4.
  • All files should be clearly labeled: “Prequalification – Communication & Media Consultancy”

7. Submission Methods

Choose one of the following submission options:

  • Soft Copy: Send via email to: [email protected]
  • Hard Copy: Deliver sealed envelope to: SWRC Office, Hargeisa (Jigjiga Yar, near Nagaad Umbrella). Sign the Tender Submission Log upon delivery.

Deadline for Submission: 31 May 2025 (by 5:00 PM local time)

Important Notes

  • Do not submit both soft and hard copies. Submissions via both methods will be disqualified.
  • All documents must be valid, signed, and stamped.
  • Late submissions will not be considered.
