REQUEST FOR QUOTATION (RFQ) FOR THE PROCUREMENT OF HDPE WATER EXTENSION PIPES AND HDPE GEOMEMBRANE IN GIDHEYS AND KALADHAC VILLAGE

About ADO

The Agricultural Development Organization - ADO - was established in 1993 and has worked throughout the Somaliland regions, implementing emergency, recovery, and long-term rural development projects, including agriculture, environment, and climate change adaptation, resilient livelihood building for the poor agro-pastoralists, watershed, and irrigation management, nutrition, community innovations, and entrepreneurship support. Besides, the ADO had empowered rural women through the needs-based small business projects and Self-Help-Group initiatives. Working directly with community associations, the ADO had supported more than 776,000 households, including IDPs, returnees, farmers, and women living throughout the Somaliland regions. 

The ADO has its Head Office in Hargeisa with the regional branch offices in Burao, Borama, and Erigavo of Togdheer, Awdal, and Sanaag regions. Besides, the ADO is currently expanding its programs and presence in the Somali Ethiopia Region, South-central, and Southern Somalia. ADO is an active member of the main local umbrella groups, namely, NAGAAD, SOLPAF, and SONSEF. As well as the ADO has strong networks with academic institutions in Europe and Africa and collaborates with diverse institutions in the development and agriculture research sectors. The partners of the ADO include but are not limited to the European Union, UNHCR, UNDP, WFP, UNEP, Oxfam, Care International, ISF Finland, NDF Norway, NORAD, UK AID, WHH Germany, Somaliland Development Fund (SDF), KNH Germany, and LUKE of Natural Resource Institute of Finland. 

The project named “Women Empowerment for Climate and Economic Resilience (WECARE)” is a four-year (2026-2029) initiative that will be implemented by the Agricultural Development Organization (ADO) with support from the International Solidarity Foundation (ISF). The project is designed to enhance the resilience of agropastoral communities in Somaliland through an integrated, multidisciplinary approach. The project addresses the interconnected challenges of climate change, food insecurity, gender inequality, and disaster vulnerability within a cohesive and inclusive framework.

WECARE will be implemented in the villages of Gidheys and Kaladhac villages, located in Sheikh and Burao districts of the Sahil and Togdheer regions—areas recognized as among the most socio-economically marginalized and environmentally fragile in Somaliland. Despite their rich cultural heritage, these rural and semi-nomadic communities remain underserved by humanitarian and development actors and face persistent cycles of poverty, climate-related shocks, and gender-based exclusion.

The project will directly target 750 households (450 female-headed and 300 male-headed) and reach 4200 final beneficiaries, including children and adults from farming and pastoralist communities, farmer cooperatives, self-help groups (SHGs), livestock traders, and other value chain actors. 60% of total direct beneficiaries will be targeted vulnerable women, and five percent (5%) of the direct beneficiaries will be persons with disabilities, ensuring inclusive participation in the project.

1. Description

The ISF project aims to distribute HDPE pipe rolls and HDPE geomembranes (see details in attached documents) to farmers in order to enhance water accessibility to the agropastoral communities in Gidheys and Kaladhac villages. Consequently, ADO extended an invitation to local bidders in Somaliland.

1. GENERAL INFORMATION ON THE REQUEST FOR QUOTATION (RFQ)

All interested and eligible suppliers/company with proven capacity and relevant experience in similar work are invited to submit their bids. 

2.1. Currency

All bid prices must be quoted and submitted in (USD) currency. 

2.2. Modification and withdrawal of bids

A bid may be withdrawn upon written request submitted before the bid closing date. Any amendments or revisions to the bid must also be submitted before the closing date. 

2.3. Signature of the contract.

ADO in Somaliland will inform the successful bidder through email and will send the contract form within 3 weeks after closure of the submission deadline. The successful bidder shall sign and date the contract and return it to ADO in Somaliland within seven calendar days of receipt of the contract. After the contract is signed by both parties, the successful bidder shall deliver the services in accordance with the delivery of the BOQ. 

2.4. Rights of ADOs:

• Contact any or all references supplied by the bidder(s). 

• Request additional support or supplementary information from the bidder(s). 

• If any clarification is needed for the successful bidder, ADO will communicate through emails or verbally. 

• Negotiate with the bidder who has attained the best rating/ranking, i.e., the one(s) providing the best overall value.

2.5. Data Confidentiality and Data Transfer Requirements.

The Contractor shall maintain strict confidentiality of all information, observations, and data collected during the construction works. No data or findings may be shared with third parties without written authorization from ADO. Failure to comply with these requirements may result in suspension of work and/or contractual penalties.

All completed tenders should be submitted in a sealed envelope and dropped at the tender box in ADO in Hargeisa office, a Near young Muslim Academy or Sha’ab Court area.

The titles of submitted documents should clearly state “HDPE Geomembrane” and HDPE Pipe
