1.1. SADAR Development and Resilience Institute is a Somali multidisciplinary resilience and development organization specializing in addressing complex development and resilience interventions in the environment, water, socio-economic, education, agriculture, health, infrastructure, governance, and climate resilience and humanitarian crisis in Somalia. Initially established in 2013 as the Resilience Learning Academy affiliated Resilient Africa Network (funded by USAID). SADAR institute transformed into a full development-focused organization in 2015 to contribute to development and resilience programming based on the recognition of the need to engage development stakeholders in addressing the complex challenges facing Somali contemporary humanitarian and development programming. SADAR Institute aims to contribute to enhanced resilience of communities in the face of increasing vulnerabilities due to the impact of climate change-related shocks (famines, droughts, recurrent floods, desert locust invasions)

1.2. SADAR Development and Resilience Institute has received financing from the World Food Program (WFP) for the implementation of the EU-INTPA Uplift Food Systems Project (Kobciye Project) in the Bari region, Puntland State of Somalia, and intends to apply a portion of the proceeds of this grant to eligible payments under this contract.

1.3. Kobciye project has been formulated under the Food systems lens with the overall objective of improving food security and nutrition of smallholder farmers through strengthened resilience to shocks. The overall objective of the project is to improve the food security and nutrition of fresh produce farmers through strengthened resilience to shocks. The aim is to strengthen the producer group’s production capacity, improve household consumption of nutritious foods, increase commercialization of production, and diversify livelihoods for improved overall income security. The project is particularly targeting smallholder farmers in the Bari region with a focus on fruit and vegetable small-scale farmers including women, and youth.

1.4. The employer now invites sealed bids from eligible entities (“bidders”) for the execution and completion of the Construction and Rehabilitation of irrigation infrastructure and greenhouses in Bari region, Puntland state, Somalia, which are being bid as a unit price contract based on the bill of quantities.

1.6. Each lot will be evaluated separately, and bidders who wish to participate in more than one lot will be required to send a separate bid for each lot.

1.7. Bidders should be aware that late bids will not be accepted under any circumstance.
