INVITATION TO TENDER FOR PRE-QUALIFICATIONS OF CONTRACTORS FOR HYDROGEOLOGICAL SURVEY AND DRILLING OF BOREHOLES - NRC PUNTLAND FOR THE YEARS 2023– 2025

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 60 years of experience in creating a safer and more dignified life for refugees and internally displaced people. The NRC defends the rights of displaced populations and provides assistance in the following areas: shelter, education, food security and livelihoods, water, sanitation and hygiene (WASH).

Norwegian Refugee Council (NRC) Puntland state of Somalia wishes to invite qualified firms to submit bids, in hard copies using one sealed envelopes (Administrative and Technical) by hand to.

a)       NRC Garowe office – Behind UN Guest house in Garowe.

b)      NRC Bosaso office- Save the children office building -first floor – W.X.K ENEYA road

The Selection Criteria:

Interested suppliers who wish to submit their proposal should meet the below listed requirements.

a)       Fully Completed tender prequalification documents

b)      Administrative requirements- To be eligible, the interested firms must provide copies/original of the list of Mandatory valid business licence to be submitted with the prequalification documents.

c)       Valid licenses for Ministry of commerce, Puntland.

d)      Valid licenses from Ministry of Public Works, Puntland

e)      Original valid tax Clearance Certificate from Ministry of Finance, Puntland with invitation to tender/bid reference number

f)        Valid registration Certificate from Puntland Tender Board

g)       Valid licenses for local municipality (one of Puntland districts)

h)      Valid registration certificate from Puntland Water Development Agency (PWDA)

Important notice: The company/es who does not submit all these mandatory government document will not be considered for technical and physical evaluation of the prequalification.

i)        Key professional staff qualifications and competence for the assignment (A minimum of three personal of below positions)

                                                         a            Project Engineer- to have bachelor’s degree in water and environmental engineering/water resource management with minimum 10 years’ experience.

                                                        b            Hydrologist-minimum 10 years’ experience (Mandatory)

                                                         c            Admin Staff- to have bachelor’s degree in business management or related course and experience of minimum 5 Years.

                                                        d            Foreman-to have Diploma in Building and construction work and experience of minimum 5 Years.

j)        Updated and relevant Company profile including copies of Company Director(s) ID/passports and List of Equipment owned or hired, the company must provide proof of ownership or rental agreements for each piece of machinery/equipment: The following equipment are required: Rotary Drilling rigs, with capacity of  150mm to 356mm bore diameter,  minimum depth of 300m, Suitable compressor, 1100 cfm /350 psi, 1150 cfm / 300 psi, 900 cfm / 350 psi, 1200cfm / 320 psi, Mud-pump Maximum working pressure – 21Kg/cm2; Maximum displacement – 650 lpm / Suction size – 100 mm, Other attachments; welding machine, truck, pick-up and other plumbing equipment , 1 Water tanker

k)       Experience in similar project- At least three Similar projects in the past five years in terms of Scope, Cost and subject matter-2 or more of equivalent nature and complexity for the past 5 years Proof of experience ( Formal letter from other iNGOs ,Copies of contracts/ POs/ completion certificates/ etc.).  The company must provide sample work, pictures, documentation/reports of previous project in Somalia

Financial capacity - company updated bank statement for the last six months with at least USD 50,000 balance and minimum $100,000 annual turnover for the past three years.

TENDER PROCESS.

Interested and eligible firms are requested to submit their offers by hand and not by email in sealed envelope to locations mentioned above.

Closing date for submitting the tender is 05th November 2023 at 16:00 Local time Somalia. All bids submitted after that date will be rejected.

Note that all bidders are required to sign a bid submission register upon submission. The register can only be signed by the company representative.
