INVITATION TO TENDER FOR PRE-QUALIFICATIONS OF CONTRACTORS FOR SUPPLY AND INSTALLATION OF SOLAR SYSTEMS AND PUMPS - NRC PUNTLAND FOR THE YEARS 2023– 2025

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 60 years of experience in creating a safer and more dignified life for refugees and internally displaced people. The NRC defends the rights of displaced populations and provides assistance in the following areas: shelter, education, food security and livelihoods, water, sanitation and hygiene (WASH).

Norwegian Refugee Council (NRC) Puntland state of Somalia wishes to invite qualified firms to submit bids, in hard copies using one sealed envelope (Administrative, Technical and Financial proposals) by hand to.

·         NRC Garowe office – Behind UN Guest house in Garowe.

·         NRC Bosaso office- Save the children office building -first floor – W.X.K ENEYA road.

  The offer regarding the below mentioned tender.

The Selection Criteria:

Interested suppliers who wish to submit their proposal should meet the below listed requirements.

1.       Fully Completed tender prequalification documents

2.       Administrative requirements- To be eligible, the interested firms must provide copies/original of the list of Mandatory valid business licence to be submitted with the prequalification documents.

a)       Valid licenses for Ministry of commerce, Puntland.

b)      Valid licenses from Ministry of Public Works, Puntland

c)       Original valid tax Clearance Certificate from Ministry of Finance, Puntland with invitation to tender/bid reference number

d)      Valid registration Certificate from Puntland Tender Board

e)      Valid licenses for local municipality (one of Puntland districts)

Important notice: The company/es who does not submit all these mandatory government document will not be considered for technical and physical evaluation of the prequalification.

3.       Key professional staff qualifications and competence for the assignment. (A minimum of three personal of below positions)

a)       Team Lead- to have bachelor’s degree in electrical engineering from an accredited university or a technical or craft level qualification in electrical installation with minimum of ten (10) years’ experience. Certification from a recognised solar PV installation body would be an asset.

b)      Admin Staff- to have bachelor’s degree in business management or related course and experience of =>5 Years

c)       Licenced Electrician-a technician or craft level qualification in electrical installation. A holder of a valid wireman licence, at least five (5) years’ experience in commercial electrical installation.

d)      Water Engineer/Mechanical Engineer with experience in pump installations and ten (10) years’ experience in water solutions.

4.       Updated and relevant Company profile including copies of Company Director(s) ID/passports and List of Equipment owned or hired: The following equipment are required: 50-100 ft. tape measure, Solar Pathfinder (evaluates the solar energy potential at a site) or Compass, Maps (reference for location latitude and magnetic declination), Digital camera and multimeter.  

5.       Similar experience in terms of Scope, Cost and subject matter-2 or more of equivalent nature and complexity- Proof of experience (Formal letter from other iNGOs, Copies of contracts/ POs/ completion certificates/ etc.)-

6.       Financial capacity - company updated bank statement for the last six months with at least USD 50,000 balance.

TENDER PROCESS.

Interested and eligible firms are requested to submit their offers by hand and not by email in sealed envelope to locations mentioned above.

Closing date for submitting the tender is 05th November 2023 at 16:00 Local time Somalia. All bids submitted after that date will be rejected.

Note that all bidders are required to sign a bid submission register upon submission. The register can only be signed by the company representative.
