DESCRIPTION: Request for Proposal _ End of Project Evaluation _ GFFO Regional Project
World Vision is a relief, development, and advocacy organisation dedicated to working with children, families, and communities. We work with community members, supporting them to overcome poverty and injustice. Our aim is to lift poor and marginalised households out of the vicious cycle of dependence by addressing the underlying causes of vulnerability to environmental and socio-economic shocks.
Project Description
Somalia, South Sudan, and Sudan which are fragile context has been going through contextual dynamics that resulted in humanitarian crisis. To address the humanitarian needs and challenges with funding support from the German Federal Foreign Office (GFFO), World vision has been implementing a regional project aimed to reduce the vulnerability of crisis-affected people, especially IDPs, returnees and most vulnerable host communities in Baidoa (Somalia), East Darfur (Sudan), Northern Bahr el Ghazal and Warrap (South Sudan) through emergency shelter, WASH, Health and Nutrition interventions, humanitarian cash transfers, and early warning systems and protection activities. In Sudan, the project is being implemented in the 8 localities of Yassin, Assalaya, Bahr El Arab, Abu Karinka, El Ferdous, Sheria, El Dein and Adila in East Darfur State of Sudan targeting. In Somalia the project is implemented in Baidoa district in 6 villages: Waberi, Daaru Salaam, Wadajir, Howl-Wadag/Yaaqda, Salaamey and Berjarron. In South Sudan, the project covers 18 payams across the regions of Aweil East (7), Aweil North (5) and Gogriel East (6) and is designed as a joint Chapeau approach to be implemented in coordination with a BMZ Transitional Development Assistance (TDA) project.
The project targets a total of 425,438 (76,465 households), Somalia: 212,016 persons (35,336 HHs), Sudan: 166,759 persons (33,352 HHs), South Sudan: 46,663 persons (7,777 HHs)
The main purpose of this endline evaluation is to document and inform stakeholders (donor, stakeholders, and participants) of the relevance, coherence, effectiveness, efficiency, sustainability, and potential impact of the project interventions. The evaluation will provide practical recommendations and document the lessons learnt for adoption in other WV projects.
Specifically, key evaluation themes in line with OECD DAC criteria will be investigated during the evaluation process:
Relevance, coherence, effectiveness, efficiency, impact, and connectedness
The Consultant will also assess cross-cutting themes like protection as well as accountability to affected populations during the evaluation process. The pre-and-post project performance analysis with the baseline values compared against the end-of-project targets as well as significance of the change in the indicator performance will also be determined during the end-line evaluation.
The specific objectives of the evaluation will be:
1. To assess the extent to which the project has achieved the planned outcomes and outputs.
2. To establish whether, and to what extent, the project design and interventions have been relevant to the needs of the target populations in Sudan, South Sudan, and Somalia.
3. To measure the extent to which other interventions supported or undermined the intervention.
4. To assess the extent to which the sectoral components and protection interventions (WASH, Shelter cash transfer, Livelihoods, Health, and nutrition) were implemented vis-à-vis the criteria outlined, OECD DAC criteria of relevance, coherence, effectiveness, efficiency, impact and connectedness, and coverage.
5. To establish indications of the impact of the project interventions to the target participants.
6. To assess if the implementation of the short-term humanitarian activities has taken into account long-term and interconnected challenges? In South Sudan, to assess the lessons learnt in implementing a Humanitarian-Development-Peacebuilding (HDP) Nexus approach in relation to the chapeau approach with the concurrently running BMZ TDA project.
7. To document lessons learnt and good practices that can be replicated in future projects
The Endline evaluation will be conducted in three separate Countries where the project has been implemented: Somalia (Baidoa), Sudan (East Darfur), South Sudan (Northern Bahr el Ghazal & Warrap). The evaluation will broadly assess the accomplishments of all the expected results (outcomes and outputs) as outlined in the project logical framework (log frame).
