1.      Introduction

Somali Association for Rehabilitation and Development (SARD) is a Local Non-Governmental Organization (LNGO) established in 1992 and domiciled in Baidoa District of Bay Region, Somalia". SARD’s primary mission is to address the humanitarian calamities created by the prolonged conflict and natural disasters in Somalia through its interventions in the nutrition, WASH, food security, and protection sectors.

SARD is currently implementing the “Provision of Life-saving Water, Sanitation, and Hygiene Response Packages to Climatic Shocks Affected People at Risk of Displacement Living in Baidoa Rural Areas Project” in Baidoa, Bay Region, Somalia. To effectively execute the project activities, SARD invites reputable and qualified companies to submit sealed bids for the Rehabilitation of 3 Shallow Wells, equipped with solar power systems, storage water tanks, pipeline extension and fencing.

1. Scope of Work

The scope of this bid invitation includes the following:

Rehabilitation of Shallow Wells

• Locations: The project will focus on three shallow wells: two in Goyale village and one in Ashagow village in Baidoa district. These wells provide a permanent, year-round supply of fresh water, which is heavily relied upon by the communities.
• Deepening of Wells: The wells will be deepened to enhance their water yield, ensuring a consistent supply of water, especially during dry seasons.

Installation of Infrastructure

• Motorized Pump Installation: Motorized pumps will be installed to improve water extraction from the wells, making it easier to access larger quantities of water.
• Fencing: The wells will be fenced with chain link to protect them from contamination and unauthorized access, preserving the quality of the water.
• Mini Solar System Installation: A mini solar system will be installed to power the motorized pumps, ensuring a sustainable and eco-friendly energy source for water extraction.
• Raised Concrete Platforms and Supply, and install Horizontal plastic molded tank of capacity 5000 litres : Raised concrete platforms will be constructed for the installation of plastic water tanks. These platforms will elevate the tanks, facilitating better water storage and distribution.

1. Bid Submission Requirements
   Interested and qualified bidders are required to submit the following documents:

·        Technical Proposal detailing the following:

1. Understanding of the Scope of Work
• Provide a clear understanding of the scope of work for the rehabilitation of three shallow wells, including deepening, solar power system installation, water storage tank setup, pipeline extension, and fencing.
2. Proposed Methodology and Approach
• Outline the methodology and technical approach to execute the rehabilitation works, ensuring compliance with quality standards and project timelines.
• Include a plan for mobilizing resources and executing the construction, installation, and testing phases.
3. Work Plan and Timeline
• Provide a detailed work plan with a timeline for completing each activity, including mobilization, well rehabilitation, infrastructure installation, and commissioning.
4. Company Experience and Technical Capacity
• Highlight previous experience in similar water infrastructure projects, including well rehabilitation, solar power installations, and water storage solutions.
• Provide a list of similar projects completed in the past three years, including locations, scope, and client references.
5. Key Personnel and Qualifications
• Provide details of the project team, including their roles, qualifications, and relevant experience.
6. Equipment and Materials
• List the tools, equipment, and materials that will be used for the project, ensuring they meet the required specifications.

• A financial proposal including the breakdown of costs and payment terms.
• Copies of relevant registration documents and licenses.

1. Evaluation Criteria
   Bids will be evaluated based on the following criteria:

• Compliance with the technical specifications.
• Cost-effectiveness of the financial proposal.
• The reputation of the bidder and previous experience.

• All bids must be submitted to the procurement officer by email through [email protected], with the subject line clearly indicating “Bid for Shallow Wells Rehabilitation - WASH.”
• The deadline for submission is 15 December 2024, by 11:59 pm Somalia time. Late submissions will not be considered.

   SARD reserves the right to reject any or all bids without assigning any reason. The NGO also reserves the right to withdraw or cancel the bid invitation at any time prior to the award without incurring any liability.
