1. Introduction
Peace Action Society Organization for Somalia (PASOS) is a distinguished national non-governmental and non-profit organization founded on January 1 1997 in Mogadishu Somalia and established by proactive civil society groups PASOS emerged in response to the pressing challenges faced by marginalized communities in Somalia with a commitment to promote justice, dignity, peace building, livelihood restoration, emergency response and sustainable development PASOS has positioned itself as a key player in the humanitarian and development landscape of Somalia.
PASOS core mission to empower vulnerable and underprivileged communities in Somalia promoting sustainable development and positive social transformation with a focus on equality, justice, and human rights and other included environmental stabilization where the organization works to mitigate the effects of climate change and environmental degradation and food security programs designed to ensure that communities have access to nutritious and sufficient food. Additionally, PASOS emphasizes community empowerment advocating resilience and self-reliance through education skills development and local capacity building. The organization is also a staunch advocate for gender justice and human rights working tirelessly to promote equality and protect the rights of women, children, and other vulnerable groups. PASOS has implemented livelihood security programs with safeguarding exploitations, abuses to provide essential support for economic empowerment and poverty alleviations.

2. Program Sectors/Areas
PASOS operates across a diverse range of program sectors that are crucial for the well-being and development of communities in need. These sectors include:
• Health: We focus on improving healthcare access and outcomes ensuring that vulnerable populations receive essential medical services and support.
• Nutrition: Our efforts aim to combat malnutrition through targeted interventions providing communities with the knowledge and resources necessary to fight the malnutrition
• Water Sanitation and Hygiene Promotion (WASH): We are dedicated to ensuring access to clean water and sanitation facilities alongside promoting hygiene practices to prevent waterborne diseases and communicable diseases.
• Education in Emergencies: In crisis situations we prioritize education, working to provide children and youth with continuous learning opportunities despite challenging and circumstances in hard locations in Somalia.
• Protection: Our programs are designed to safeguard the rights and well-being of vulnerable individuals particularly women, children, and displaced populations by addressing issues such as abuse, exploitation and neglect.
• Food Security and Livelihood: We strive to enhance food security and sustainable livelihoods, enabling communities to achieve self-reliance and resilience in the face of economic and environmental challenges.
3. Purpose
To further strengthen the impact of our work PASOS is seeking a qualified consultancy firm to facilitate comprehensive capacity enhancement, strengthening training. The selected firm will provide expert guidance and training in the following key areas:
4. Objectives
• Enhance the knowledge and skills of PASOS technical and field staff in project management.
• Develop training guidelines in finance, WASH and Health & Nutrition and MEAL for capacity enhancement
• Facilitate increased learning and experience sharing among staff.
5. Areas of Capacity Strengthening
5.1. Financial Management - Capacity Strengthening and Building
Financial management ensures transparency, accountability, and the efficient use of resources. It also builds trust with donors, partners, and beneficiaries.
• Capacity Building: the consultant should provide training on financial reporting and compliance with donor requirements. Implement financial management systems that facilitate accurate tracking of funds and ensure that all financial processes are transparent and auditable.
5.2. Monitoring, Evaluation, Accountability, and Learning (MEAL) – Capacity Strengthening and Building
MEAL systems are critical for assessing the effectiveness and impact of programs. They enable non-governmental organization to learn from their experiences, improve program quality, and demonstrate results to stakeholders.
• Capacity Building: the consultant firm should have the capacity to delivery training on
- Project evaluation humanitarian and Development Project
- Theory of change, stories of change and MEAL systems planning
- Impact evaluation for evidenced based policy development
- Producing high quality monitoring and evaluation reports with data illustration and empowering with Power BI Technology
- Provide MEAL associated latest technology that advancing team productively and well-organized information-based reporting.
5.3. Water, Sanitation & Hygiene (WASH): Capacity Strengthening and Building.
PASOS ensuring access to clean water and sanitation facilities alongside promoting hygiene practices are one of our core competencies to support the most vulnerable underprivileged communities in Somali particularly our main operations local including Southern and Central Somalia.
• Capacity Building: The consultant firm should have capacity and well record on capacity building experience to delivery area’s advanced experienced based training
- Hygiene promotion practical tools using, CLTS, PHAST, CHAST approaches
- Gender Equality, Disability and asocial inclusion (GEDSI)
- WASH in humanitarian and development contexts
- Sustainable rural and Urban Wash planning
- GIS and data analysis for WASH projects
5.4. Nutrition and Malnutrition – Capacity Strengthening and Training
PASOS efforts to reduce the malnutrition and associated diseases came to have strengthening the capacity where necessary need additional capacity strengthen and improve to deliver superior humanitarian interventions.
• Capacity Building: Consultant firm should have the experience and high records on delivery building the capacity and have previous extensive experiences.
- Maternal, infant & young child nutrition
- Integrated management of acute malnutrition (IMAM)
- Deep practices of malnutrition and building community knowledge, caregivers, community health volunteers
5.6. Professional Development and Humanitarian Practices: PASOS commitment on building it is vision of sustain the community and bring in to peace and prosperity with the profession advancing key area that supplement to reach that long goal.
• Capacity Building: Consultant Firm should have strong skills and recommendable experience and records
- Humanitarian Essentials and Principles
- Report writing and presentation skills
6. Methodology and Approach
- Formal Training/ Online Workshops
- Practical Exercises and Group Work
- Development of Training Guides and Learning Materials
- Learning Materials, including PowerPoint Slides
- Discussion sessions
- Training Reports
- Pre-Test and Post-Training Tools (they should be in online forms)
8. Duration and Working Schedule
The consultancy is anticipated to last up to 28 days, including reporting days, plus 16 training days (4 days per module:
Finance, WASH, Nutrition, MEAL and Professional Development and Humanitarian practices
9. Budget and Payment
The Consultant should specify their proposed fee for the training including professional fees, reimbursable expenses, and statutory taxes
10. Invoicing and Payment Procedures
- An advance payment of 20% of the total cost will be made upon PASOS's approval of the Training Needs and Training Work Plan.
- A second installment of 40% will be paid upon completion of all training sessions and policy reviews.
- The final 30% will be paid upon approval of the final report by PASOS. A final invoice will be submitted upon completion of the assignment.
11. Consultant Qualifications
- This consultancy opportunity is open to individual national or international consultants, or a team of national and international experts with the following qualifications:
- Master’s degree or equivalent in finance, business administration, Development studies, project management, Monitoring and Evaluation, or a related field, with a strong emphasis on teaching, policy development, and reviews, particularly in humanitarian standards and principles.
- Minimum of 10 years’ experience in capacity building trainings for local or international NGO staff, system development, and policy review.
- Proficiency in English, with strong communication skills, both written and verbal.
- Legal registration documents and proven experience in similar assignments.
