Request For Proposals – Monitoring Evaluation and Learning
(MEL Partner)

SSF III is seeking to contract a qualified Monitoring, Evaluation, and Learning (MEL) Partner to accompany the full programme life cycle, spanning 6-8 years. The selected partner will be responsible for developing the methodological design, conducting data collection, and analysing findings in alignment with SSF III's results framework. Key responsibilities include;
1. Verify grantees’ activities as Third-Party Monitor, working closely with grantees and donor TPM partner, utilising data and workplans submitted via SSF III’s Grant Management System (GMS).
2. Annually assess the quality of SSF III’s programming across the criteria of relevance, coherence, inclusiveness, efficiency, and sustainability.
3. Conducting portfolio-level case studies at Midline (Years 2-3) and Endline (Years 5-6) to identify examples of SSF III programming contributions to contextual changes – or a lack thereof.
4. Cooperate with grantees and the SSF III team to strengthen overall M&E and Learning and Adaptation processes, including the quarterly and annual collation and summary analysis for review with the SSF III team and contribution to strategic learning and adaptation processes.
5. Work with SSF III’s Communications Partner on lifting key story elements for external communications from M&E data and outputs, as well as liaise on style of M&E product presentation.
6. The partner will be required to demonstrate local teams and partnerships with access and experience across all geographic areas SSF III works in.
