1. Introduction
Somali Association for Rehabilitation and Development (SARD) is a local non-governmental organization (LNGO) established in 1992 and based in Baidoa District, Bay Region, Somalia. SARD is committed to addressing humanitarian challenges resulting from prolonged conflict and natural disasters through interventions in the nutrition, WASH, food security, and protection sectors.
As part of its ongoing project, Provision of Life-Saving Water, Sanitation, and Hygiene Response Packages, SARD invites reputable and qualified trucking companies to submit sealed bids for transporting potable water to rural villages in Baidoa District.
2. Scope of Work
- Locations and Distances:
- Bonkay: 5 km from Baidoa town
- Boqolka Iitir: 12 km from Baidoa town
- Gooyaale: 8 km from Baidoa town
- Ashagow: 10 km from Baidoa town
- Buulo Garas: 6 km from Baidoa town
- Volume of Water: A total of 3,240,000 liters of water will be transported over 48 days.
- Truck Capacity: Trucks must have tankers with a capacity of 10,000–15,000 liters.
- Water Quality and Compliance: Trucks must be thoroughly cleaned and disinfected before use to ensure the safe delivery of potable water.
3. Eligibility Criteria
Qualifications
Legal Registration: The bidder must be legally registered and provide valid registration documents.
Specialized Expertise: The bidder must demonstrate knowledge and capability in potable water transportation and distribution.
Experience
- Relevant Experience:
- At least 2–3 years of experience in providing water trucking services, particularly in emergency or humanitarian contexts.
- Evidence of similar projects conducted in rural or hard-to-reach areas.
- References: Provide at least two references from previous clients.
- A brief company profile, including the legal name, business registration number, physical address, and contact details.
- Proof of legal registration as a company in Somalia, including a valid business license and tax registration certificate.
- Documentation proving at least 2-3 years of experience in water transportation services, especially in rural or emergency contexts.
- Provide examples of similar projects completed, including references or contracts from previous clients or organizations.
- A detailed proposal outlining the approach to delivering water transportation services, including the number and type of trucks to be used (with a capacity of 10,000–15,000 liters), planned delivery schedules, and compliance with water quality standards (ensuring the trucks are thoroughly cleaned and disinfected before use).
- A breakdown of costs for the transportation services, including unit costs, and any additional expenses. The total bid amount should reflect the cost of transporting 3,240,000 liters of water over 48 days.
- Evidence that the trucks are suitable for transporting potable water (capacity of 10,000–15,000 liters).
- Proof that the trucks are regularly cleaned and disinfected to meet water quality standards.
- Contact details of at least two previous clients or organizations for which the bidder has provided similar services, preferably in emergency or humanitarian settings

5. Evaluation Criteria
Bids will be evaluated based on the following:
- Cost: Competitive pricing aligned with the project’s budget.
- Quality: Compliance with water transportation standards, including hygiene protocols.
- Technical Capability: Capacity to provide trucks with the required specifications and handle logistics efficiently.
- Compliance: Submission of all required documents and adherence to tender specifications.
6. Contract Terms and Conditions
- Payment Terms: Payments will be made in installments based on project milestones.
- Delivery Schedule: Water must be delivered as per the schedule agreed upon during contract signing.
- Warranties: The service provider guarantees the quality and timely delivery of potable water.
