  1. The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP) and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation of 15 irrigation canals in Afgoye, Marka, Janaale and Baidoa District, South west State: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”
  2. The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for the rehabilitation of irrigation canals in Afgoye, Marka, Janaale and Baidoa District, South west State.

The scope of work includes the following:

  • survey and mapping of canal before rehabilitation
  • Earth work for canal
  • Rehabilitation of Canal intake
  • Construction of new canal crossing structures
  • Rehabilitation of existing canal crossing culvert
  • Construction of Division Box
  • Construction of River Embankment

How to apply

  1. Bidders have the option to Bid for one or any combination of the 3 lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.”
  2. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 1st, 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

  1. Pre-bid meeting shall be conducted by the Employer at the PIU Office in the Ministry of Finance Headquarters in Shangani District, Mogadishu Somalia on August 22, 2023 11:00 AM (East Africa time).
  2. Bids shall be Submitted electronically. Late Bids will be rejected. Bids will be virtually opened via Google Meet and invites sent to the Bidders’ designated representatives and anyone who chooses to attend on September 10, 2023 at 11:30AM EAT
  3. All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.
  4. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
