  1. The Federal Republic of Somalia has received financing from the World Bank toward the cost of Improving Healthcare Services in Somalia (“Damal Caafimaad”) Project with

Grant No IDA (D860-SO) & GFF Trust Fund (TFOB5820-SO) and intends to apply part of the proceeds toward payments under the contract for Delivering Essential Package of Health Services in Hiiraan Region. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s

Disbursement Guidelines for Investment Project Financing.”

  1. The Ministry of Health and Human Services now invites sealed Bids from NGOs for delivering the essential health service package (EPHS) in Hiiraan Region for a period of 24 months with following main qualification requirements:

  1. Bidding will  be  conducted  through  international  competitive  procurement  using  a

Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” November 2020 (“Procurement Regulations”), and is open to all eligible NGOs as defined in the Procurement Regulations.

  1. An NGO can only bid for maximum two regions, The NGO should include separate teams of experts and should demonstrate their technical and financial capacity to implement each Bid.
  2. Interested eligible NGOs may obtain further information from the Project Coordination and Implementation Unit – PCIU; Dr. Nur Ali MOHAMUD [email protected]  copying to [email protected] and inspect the bidding document during office hours 0800 to 1600 hours (excluding Fridays and Public holidays) at the address given below.
