To enhance the quality, relevance, and effectiveness of our interventions, we are seeking to build a roster of qualified consultancy firms with proven experience in research, monitoring and evaluation (M&E), development and humanitarian studies in the Somali context.

Objective of the Call

The objective of this Call for Expression of Interest (EoI) is to pre-qualify consultancy companies for potential future assignments related to:

  • Needs assessments and baseline surveys

  • Project and program evaluations (mid-term, and end-line)

  • Third-party monitoring.

  • Sector-specific research and studies

  • Capacity building on M&E and related areas

  • Strategy development, context and stakeholder analysis

Shortlisted companies will be considered for inclusion in our preferred vendor/consultant roster for upcoming assignments from.

Scope of work (Indicative)

The scope of future assignments may include, but is not limited to:

  • Designing qualitative and quantitative research methodologies

  • Conducting field data collection in remote and insecure areas

  • Data analysis and report writing

  • Stakeholder consultations and participatory assessments

  • Providing strategic recommendations to improve programming

  • Delivering trainings and workshops on M&E frameworks and tools

Required Documentation

Interested companies must submit the following documents:

  1. Cover letter expressing interest and availability
  2. Company profile including organizational structure, staff capacity, and areas of specialization
  3. Certificate of registration and valid operating license
  4. Evidence of past work – at least 3 examples of recent assignments
  5. Contact details of at least 3 professional references
  6. CVs of key personnel
  7. List of geographic areas covered in Somalia
  8. Any additional certifications (e.g., compliance with safeguarding, Do No Harm, etc.)

Required Profile and Qualifications

The qualifications and experience of the company should at least meet the following requirements:

  1. Relevant degree(s) in social sciences or development studies or similar.

  2. Lead consultant holds Masters/PhD degree in social studies on women’s rights, health care system, Humanitarian Action/Disaster Management, Development studies, Peace and security, Monitoring and Evaluation or International studies or equivalent professional experience with 3+ years of consultancy experience.

  3. Strong experience with and knowledge of participatory qualitative and quantitative research methods and sampling strategies. 

  4. Statistical analysis skills and strong proficiency with data analysis packages. 

  5. Sound knowledge in project proposal development and results-based project management.

  6. Proven experience in conducting TPM studies, evaluation, and other research projects, with research experience in the area of health care system, protection, food security and local capacity strengthening.

  7. Minimum of 5 years of work experience with international organizations or development partners.

  8. A diverse and gender-balanced team is essential. Inclusion of professionals with demonstrated expertise in disability inclusion will be highly valued

  9. Strong writing, communication, and interpersonal skills in English, with substantial experience in communicating with and managing of multicultural teams.

  10. Knowledge of Somali language is essential requirement.

  11. In-depth knowledge of Somalia and its regions including government and community level service delivery structures. 

  12. Extensive experiences with humanitarian and/ or development projects.

  13. No conflict of interest regarding action medeor and the implementing partners.

  • Submissions will be reviewed based on:
  • Relevance of experience
  • Technical and operational capacity
  • Quality of previous work (references may be contacted)
  • Geographic reach and local presence

Only shortlisted firms will be contacted for further engagement or invited to submit technical and financial proposals for specific assignments.
