1. The Federal Government of Somalia has received a loan from the World Bank toward the cost of The De-risking, inclusion and value enhancement of pastoral economies in the horn of Africa (DRIVE) and it intends to apply part of the proceeds toward payment under the contract for Supply, Delivery, Installation and Commissioning of Laboratory Equipment for the National Reference Laboratory (NRL) of the Somali Bureau of Standards (SoBS). for this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
2. The Ministry of Finance of the Federal Government of Somalia now invites sealed Bids from eligible Bidders for Supply, Delivery, Installation and Commissioning of Laboratory Equipment for the National Reference Laboratory (NRL) of the Somali Bureau of Standards (SoBS). The Contract includes Related Services comprising site-readiness assessment, delivery logistics and customs support, installation, commissioning, calibration/verification and IQ/OQ/PQ qualification, training, proficiency-testing enrolment, external calibration services, handover documentation, cybersecurity hardening, and warranty support. Bids will be evaluated on the basis of rated criteria.

Bidding will be conducted using Request for Bids (RFB) selection method with Open International approach as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that meet the following minimum qualification criteria:

Bidder’s Financial Capability: The Bidder shall furnish documentary evidence that it meets the following financial requirement(s): minimum average annual turnover in the last three (3) years (2023, 2024 and 2025) of not less than USD 3,000,000 (Three million United States Dollars), and access to liquid assets, lines of credit or other financial resources, net of other contractual commitments, of not less than USD 750,000 (seven hundred and fifty thousand United States Dollars).
5. Bidder’s Experience and Technical Capacity: During the past five (5) years, the Bidder must have successfully completed at least two (2) contracts involving goods of similar nature and complexity (supply, delivery, installation and commissioning of laboratory, analytical, scientific or medical equipment), each with a minimum value of USD 2,500,000 (Two Million Five Hundred Thousand Dollars).
6. Bidder’s Legal Requirements: The Bidder shall be legally registered in its country of origin.

1. Bids must be delivered to the address below on or before **13th December 2026** at **11:00 A.M**. Somalia local time. Late Bids will be rejected. The outer Bid envelopes marked “**ORIGINAL BID**”, and the inner envelopes marked “**TECHNICAL PART**” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 13th December 2026 at **11:00 A.M**. Somalia local time. 2. All Bids must be accompanied by a _**Bid-Securing Declaration**,_ using the form included in the bidding document  3.
