Tender description

1.    The Federal Government of Somalia has received financing from the African Development Bank Group toward the cost of the Program to Build Resilience for Food and Nutrition Security (BREFONS) project and intends to apply part of the proceeds toward payments under the contract Consulting Services for Detailed Design, Environment and Social Impact Assessment (ESIA) and Construction Supervision of Project Infrastructure Activities in Puntland State of Somalia. The Federal Ministry of Livestock, Forestry and Range serves as the Executing Agency of the project while Save the Children International fulfils the role of the project’s Implementing Agency. The Executing Agency will process the payments for this contract using the Direct Payment disbursement method, as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.

2.     As part of project interventions, infrastructure works comprising of water, livestock and market will be implemented across Somalia. The consultancy services relates to detailed design, ESIA and Construction Supervision. Save the Children is seeking the services of a consultancy firm to undertake this assignment.

3.    Save the Children International as the Implementing Agency for the project now invites eligible consulting firms to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

4.    Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
