Subject: Request for Applications (RFA) for Interactive Media Platform to support stronger state-citizen relations

The U.S. government-funded People Centered Governance Activity – designed in cooperation with the Somali government – represents U.S. commitment to helping Somalia address a critical local governance gap by enhancing the visibility, effectiveness, and functionality of district councils. Good governance is integral to Somalia’s long-term stability, and this activity aims to support

local governments to become increasingly fair and effective in meeting citizens’ needs, thereby mitigating the influence of violent extremist groups.

The USAID People Centered Governance (PCG) Activity is specifically designed to support local governments in southern Somalia to improve their effectiveness and legitimacy. To accomplish this objective, the project implements activities aligned with two mutually interrelated and reinforcing immediate results, IR1) that District Councils (DCs) are fairer and more inclusive and IR2) that DCs improve their performance. PCG will engage at the Federal, state, and local levels across four Federal Member States (FMS) of Somalia (i.e., Galmudug, Hirshabelle, Jubaland, and Southwest). PCG will support District Councils for approximately two years before handing it over to other development partners for longer-term support. In post-District Council Formation districts, PCG will embed three staff members to accompany district councils on their governance reforms.

Pursuant to 2 CFR 700.13, it is USAID policy not to award profit under assistance instruments such as grant awards. However, all reasonable, allocable, and allowable expenses, both direct and indirect, which are related to the grant program and are in accordance with applicable cost standards (2 CFR 200 Subpart E for all US-based and for non-US based non-profit organizations, and the Federal Acquisition Regulation (FAR) Part 31 for for-profit organizations), may be paid under the grant.

For non-US organizations, the Standard Provisions for Non-US Nongovernmental Recipients will apply. For US organizations, 2 CFR 200 and the Standard Provisions for U.S. Nongovernmental Recipients will apply. See Annex 1 for Standard Provisions.

DAI reserves the right to fund any or none of the applications submitted.

Subject to the availability of funds, DAI intends to provide one grant to one organization/institution up to a maximum amount of US $300,000. The expected duration of DAI support or the period of performance is 24 months. DAI, as primary implementer of the PCG, reserves the right to fund any or none of the applications submitted.

Issuance of this RFA does not constitute an award commitment on the part of DAI, nor does it commit DAI to pay for costs incurred in the preparation and submission of an application. Further, DAI reserves the right to reject any or all applications received. Applications are submitted at the risk of the applicant. All preparation and submission costs are at the applicant's expense.
