REQUEST FOR EXPRESSIONS OF INTEREST (EoI)

TENDER NOTICE N°: 002/SERVICE/SADAR/23

TITLE: TECHNICAL STUDIES ON WATER INFRASTRUCTURES FOR RESPONSE INITIATIVE FOR SOMALIA EMERGENCIES (RISE) PROJECT.

The SADAR DEVELOPMENT AND RESILIENT INSTITUTE has received financing from the International Fund for Agricultural Development (“the Fund” or “IFAD”) towards the cost of Response Initiative for Somalia Emergencies (“RISE”). (“the client” or “procuring entity”), and intends to apply part of the proceeds for the recruitment of consulting services, for which this REOI is issued.

  1. Purpose and objective of the consultancy

The purpose of the consultancy is to conduct a technical assessment and design a solar-powered pumping/irrigation system for selected groundwater sources (shallow wells) and along the Shabelle river. 

The specific objectives for the assignment include:

  1. Technical survey – carry out the survey in selected sites in Galkacyo North district, Adado district and Beledweyne district and identify the priority locations in consultation with the community and state line ministries.
  2. Develop a comprehensive assessment report on the status of each selected boreholes and shallow wells and provide Bill of Quantities (BOQ) for the rehabilitation works required and recommend a solar power pumping system for each of the shallow/boreholes.
  3. Conduct an irrigation infrastructure assessment (including renewable energy assessment) for the site identified for establishing a solar irrigation system along the Shabelle river in Beletweyne.
  4. Based on the assessment results above, recommend suitable solar PV capacity for irrigation and develop a Solar PV powered irrigation system for the identified site.
  5. Expected outputs/ deliverables
  6. The consultancy envisages the following deliverables within 30 days:
  7. Detailed technical assessment report identifying the priority locations with high water yield for human and livestock consumption as well as crop production in Galkacyo North district, Adado district and Beledweyne district
  8. Detailed report on the current conditions and yielding capacity of the priority shallow wells and boreholes identified in the sites above. These should include BoQ for the rehabilitation works, design of the solar-powered system including the layout and the BoQ.
  9. Detailed irrigation infrastructure assessment report completes with the recommended solar irrigation system including the design, layout diagram of the system and BoQ

 

A Consultancy firm will be selected using the Quality and Cost Based Selection (QCBS) method set out in the consultants’ selection.

Following the Expression of Interest, a short list of prequalified firms will be compiled and the request for proposals issued to them. The selection of consultants is in accordance with the procedures set out in the SADAR/IFAD procurement guidelines.
