1. Background

The Federal Government of Somalia, through the Ministry of Public Works, Reconstruction and Housing (MoPWRH), is implementing the National Building Permit Policy to modernize, standardize, and digitize building permit administration across Somalia. As part of this priority reform, the Ministry of Finance of the Federal Government of Somalia has allocated funding to MoPWRH for the development and implementation of a National Electronic Building Permit Management System (EBPMS).

The current building permit process is largely manual, fragmented, and inconsistent across the Federal Member States (FMS), the Banadir Regional Administration (BRA), and local governments, resulting in processing delays, limited transparency, weak regulatory oversight, and revenue leakage.

To address these challenges, MoPWRH seeks to procure a qualified consulting firm to design, develop, deploy, test, and commission a secure, scalable, web-based, and mobile-enabled National Electronic Building Permit Management System (EBPMS). The system will support standardized building permit management across the Federal Government, all Federal Member States, BRA, municipalities, and districts, with the capacity for future expansion and integration with other government digital systems.

2. Objectives

The Consultant shall:

• Design and develop a robust, scalable, multi-user web-based Electronic Building Permit Management System (EBPMS).
• Develop dedicated mobile applications for Android and iOS platforms for field inspectors and applicants.
• Automate the full lifecycle of building permit applications — from submission, technical review, fee payment, approval, to digital permit issuance.
• Introbability with engineer board system in future
• Integrate GIS and mapping services for plot verification and zoning compliance.
• Integrate electronic payment systems supporting Somalia's leading mobile money platforms (EVC Plus, ZAAD, Sahal) and bank transfer(Premoer bank, salama bank, IBS bank, dahabshil international bank)
• Provide real-time reporting dashboards and analytics for Federal, State, and District levels.
• Train government administrators, state officers, and end-users across all FMS and BRA.
• Deploy the system nationally and provide post-launch technical support.
• Transfer all source code, documentation, and intellectual property to MoPWRH.

MoPWRH's responses will be circulated to all firms that have received or downloaded this RFP, without identifying the source of the inquiry. No verbal clarifications shall be binding.

15. SUBMISSION OF PROPOSALS

Interested consulting firms shall submit one (1) original and two (2) copies of the Technical ,  flash desk  pdf and word docuemnts Proposal, and one (1) original of the Financial Proposal, prepared in English.

The proposals shall be submitted using the Two-Envelope Submission Procedure, whereby the Technical Proposal and the Financial Proposal shall be placed in separate sealed envelope
