This request for expression of interest follows the General Procurement Notice for this project that appeared in United Nations Development Business No. AfDB-P2124511-07/24 of 1 July 2024 and African Development Bank (AfDB) website on 2 July 2024. 

The Government of Somaliland has received financing from the African Development Fund (ADF) towards the cost of Multinational Project- Somaliland/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Phase 1 Upgrading Project and intends to apply part of proceeds for these grants to make eligible payments under the contract for Consultancy Services for Feasibility Study, Detailed Engineering and Architectural Design, ESIA and Preparation of Bidding Documents for a One Stop Border Post (OSBP) at Lowyaddo on Somaliland/ Djibouti Border. 

The services include: (i) To carry out a functionality study which will be a key element in the development of the architectural and engineering brief and which also will ensure functionality of the border post facilities to meet the desired needs, (ii) To carry out preliminary and detailed engineering and architectural designs, environmental & social impact assessment (ESIA), (iii) To conduct geotechnical investigation, and (iv) To prepare priced & unpriced bill of quantities, technical specifications, drawings (bidding documents) and construction drawings for a One Stop Border Post (OSBP) at Lowyaddo on the Somaliland /Djibouti Border. The duration of the assignment is eight (8) months. 

The Somaliland Roads Development Agency (RDA), being the implementing agency of the Government of Somaliland now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence from Clients of similar assignments undertaken, etc.). Consultants may constitute joint ventures/associate to enhance their chances of qualification. 

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Recipients are under no obligation to shortlist any consultant who expresses interest.
