ADVERTISEMENT FOR THE PROVISION OF CONSULTANCY SERVICES

FOR THE EXTERNAL REVIEW OF THE PROTECTION, GENDER AND INCLUSION COMPONENT OF THE WORK OF SOMALI RED CRESCENT SOCIETY (SRCS) IN SOMALILAND

 

Introduction

 

The SRCS in Somaliland, with the support of the consortium formed by the Canadian Red Cross (CRC) and the Icelandic Red Cross (IceRC), has implemented projects with a focus on protection, gender and inclusion (PGI) since 2020. The interventions have been structured on two pillars:

(i)           capacity-building activities for SRCS staff and volunteers (including support to relevant policy development and rollout) and

(ii)        implementation of PGI-specialized activities that include community-based prevention of sexual and gender-based violence (SGBV) (including female genital mutilation/cutting (FGM/C), prevention of violence against children, menstrual hygiene management and prevention of sexual exploitation and abuse (PSEA).

 

The general objective of the External Review

After four years of PGI programming, it is important to assess the relevance of the activities chosen, the effectiveness of the approaches and understand if and how change has taken place due to project intervention. Moreover, the review is expected to offer guidance on how to strengthen current activities and methodologies to further align with the local context and needs in future interventions, and how consortia partners can strengthen their support to prioritize localization.

Specific objective

·        To have a more in depth understanding of the achievements and areas for learning of the PGI component to inform and strengthen future interventions.

·        To understand what difference the intervention has made in the targeted communities re prevention of SGBV including FGM and promotion of MHM.

·        To understand how successful the PGI component has been in strengthening SRCS in Somaliland capacity to mainstream PGI and implement PGI activities since 2020.

·        To understand the effectiveness of support to strengthening of SRCS Protection from Sexual Exploitation and Abuse/PSEA system.

·        To document the value added by CRC and IceRC to the SRCS PGI work

·        To profile the achievements of the SRCS in PGI.

·        The report will be used as a supporting document when CRC or IceRC submit a proposal of similar intervention to Global Affairs Canada (GAC) or other donors.

·        Learning for other contexts where applicable

 

Therefore, SRCS hereby seeks bid proposals from qualified, government-authorized and/or recognized Evaluation companies/firms/individuals to submit their Bid proposals for above mentioned work.

 

 

Locations of Consultancy/evaluation to interview SRCS staff and volunteers, community members (women, men, girls and boys), school personnel and students, and members of women organization

·         Hargeisa – staff of SRCS

·         Togdheer region – 3 communities

·         Awdal region – 3 communities

·         Maroodi-Jeeh region – 4 communities

·         Saahil region – 3 communities

 

Duration: about 45 days including data collection by several interviewers

 

Expert profile of the evaluation team

The consultant team must be external and independent from SRCS and may be composed of experts based in Somaliland. This consultancy will be carried out by a local evaluation team in Somaliland.

The expert's profile should have:

One or more members of the team should have the following requirements:

·         Demonstrated experience in conducting qualitative research or evaluation.

·         Demonstrated experience in working on the issues of protection or gender, preferably in the issues of sexual and gender-based violence in schools and communities.

·         Good command of English and local languages.

·         50% gender composition of female and male team members, including team leader and data collectors.

 

General requirements:

·         Strong analytical and problem-solving skills.

·         Demonstrated team leadership skills.

·         Demonstrated facilitation skills to work with different groups of stakeholders.

·         Good presentation skills.
