GENERAL PROCUREMENT NOTICE
SOMALILAND
MULTINATIONAL PROJECT: SOMALILAND/DJIBOUTI- NAGAD-LOYADA/LOWYADDO-BORAMA ROADS PHASE 1 UPGRADING PROJECT
1. Somaliland/Somalia has received funding from the African Development Bank to finance the Multinational Project: Somaliland/Somalia/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Upgrading Project.
2. The principal objectives of this project are to improve transport connectivity between Somaliland/Somalia and Djibouti, thereby deepening regional integration and trade, and contributing to alleviating fragility in the Horn of Africa as well as to reduce travel time, reduce travel cost, improve road traffic safety, and improve the trading environment along the project road
3. The project includes the following components:
I. SOMALILAND
A. Civil Works
(a) Construction and upgrading of Lowyaddo-Faddaha-Borama road - Phase 1: Lowyaddo –Zeyla (30km) to bitumen standard and construction of a feeder road to a salt mine
(b) Construction of three (3) boreholes
(c) Rehabilitation of a health centre and a school
(d) Rehabilitation of ring road for the Waheen Market, Hargeisa
B. Consultancy Services
(a) Construction supervision services
(b) Feasibility Study, and Detailed Engineering and Architectural Design, ESIA and preparation of bidding documents for a One Stop Border Post (OSBP) at Lowyaddo on the Somaliland /Djibouti Border
(c) Trade and transport facilitation study in Somaliland/Somalia and Djibouti
(d) Baseline survey and monitoring of environmental, climate change and socio-economic impacts
(e) Road Safety Audit and Road Safety sensitization
(f) Project technical audit
(g) STIs, Gender, Drug Abuse, Reproductive Health, and COVID-19 Awareness and Sensitization campaigns
(h) Training of unemployed youth in SME skills
C. Goods
(a) Supply of ambulance and associated medical equipment
D. Capacity Building and Project Management
(a) Training of RDA Staff in project implementation and management
(b) Provision of Technical Assistance (Accounting, Procurement, Project Management)
4. Procurement of goods and/or works and acquisition of the services of Consultants shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
5.Request for Expression of Interest for Consultancy Service is expected to be available in 15th -July-2024, and Bidding documents for works and goods contracts to be available after 10th -September-2024.
