Access to electricity is fundamental to save lives. Electricity is critical to effective healthcare provision - from managing childbirth to immunization services. A lack of reliable power has prevented people in remote and rural communities from accessing the healthcare they need, when they need it.  When health facilities have sufficient and reliable electricity, women can more safely give birth at night, medical equipment can be powered and better sterilized, and health facilities can safely store life-saving vaccines. Constant supply of clean and hot water, communication, lighting and other basic amenities are secured. Therefore, access to reliable electricity in health facilities can make the difference between life and death.

With the generous funding from Genel Energy Somaliland, the project will support the installation of solar systems in rural health centers in Genel Energy Oil Exploration Block namely Odaweyne, Salahlay, Sabanaag and Baligubadle. This intervention will enable health facilities to have constant access to efficient, reliable, affordable, and secure energy services for delivery of quality healthcare services.  ACRIF seeks rooftop Solar Photovoltaic (PV) Systems that can sufficiently meet the needs of lighting, delivery services, laboratory services, refrigeration for immunization, sterilization, water pumping and heating, and enable the use of basic medical and laboratory equipment in health facilities.

Scope of Work

ACRIF invites qualified vendors to submit bids for the design, supply, installation, testing, and training of solar systems to support health centers in Genel Energy Odaweyne Oil Exploration Block

The scope includes:

  • Supplying high-quality solar equipment and accessories in line with international standards.
  • Installing and commissioning fully functional solar systems tailored to the specific energy needs of each facility.
  • Conducting detailed performance testing to ensure efficiency and compliance with the stated specifications.
  • Training facility personnel to operate and maintain the systems effectively, supported by clear documentation such as user manuals and troubleshooting guides.
  • Establishing a maintenance framework to ensure system sustainability, including the provision of spare parts and a detailed maintenance schedule.

Information to bidders:

  1. Currency of offer should preferably be in US Dollars.
  2. ACRIF reserves the right to accept the whole or part of your offer.
  3. ACRIF reserves the right to accept or reject any application (bid), and is not bound to give reasons for its decisions. Canvassing or giving false information will lead to automatic disqualification.

Successful bidder will be required to sign ACRIF’s following document:

  1. Safeguarding Policy/PSEA Summary Statement
  2. Code-of-Ethics-and-Conduct-Policy
  3. Anti-Bribery-and-Corruption-Policy

Interested bidders are required to provide the following documentation and information. Each component must be included in the bid submission to ensure compliance with the requirements:

  4. Maintenance and Warranty Plan
  5. Vendor Information Form

Instructions for Submission

  • Tender documents must be submitted through email to [email protected] with the SUBJECT: "ITB: Supply and Installation of Solar Systems for Health Facilities" before 5th December 2024, 4:00 PM.
  • Interested vendors can also submit bids in sealed envelopes marked "ITB: Supply and Installation of Solar Systems for Health Facilities" and addressed to ACRIF Hargeisa Office before 3rd December 2024, 4:00 PM.
  • Late or incomplete submissions will not be considered.
  • Offers transmitted through means other than specified will be rejected.

ACRIF reserves the right to conduct due diligence and screening checks on all vendors to verify adherence to these policies. This includes checks related to safeguarding, financial integrity, and ethical behavior. Vendors found in violation of any policy or engaged in unethical practices will face disqualification and potential further action. By participating in this tender, vendors affirm their commitment to uphold ACRIF’s values and ensure the successful delivery of this project in a manner that is ethical, transparent, and aligned with international standards.
