1. The Intergovernmental Development Authority “IGAD” has received financing from the

African Development Fund hereinafter called the Bank toward the cost of the Drought Resilience and Sustainable Livelihoods Programme in the Horn of Africa -Project II (DRSLP II). Save the Children International as an Implementing Agency (IA) intends to apply part of the proceeds of the project toward payments under the contracts for

Construction of Water Balleys “Earth Dams” in Oodweyne District in Somaliland: (1)

Two Water Balleys (23,000m3 each) in Mureec & Dhoobaweyne Villages (LOT 1), and

(2) One Water Balley (23,000m3) in Godwaraabe Village (LOT 2).

1. Save the Children International, Hargeisa office now invites sealed Bids from eligible Bidders for Construction of Water Balleys “Earth Dams” in Oodweyne District in

Somaliland: (1) Two Water Balleys (23,000m3 each) in Mureec & Dhoobaweyne Villages (LOT 1), and (2) One Water Balley (23,000m3) in Godwaraabe Village (LOT 2) within 6-month completion period.

1. Bidding will be conducted through the Open Competitive Bidding (National), OCBN procedures as specified in the Bank’s Procurement Framework dated October, 2015 and is open to all eligible Bidders as defined in the Procurement Framework.
2. Interested eligible Bidders may obtain further information from Save the Children International, Hargeisa office via email – [email protected] and inspect the Bidding document during office hours at the address given below.
3. The Bidding document in English may be obtained by interested eligible Bidders upon the submission of a request via email to [email protected] quoting IFB

reference DRSLPII/SL/W7/OCBN/005/2022 LOT 1 and/or DRSLPII/SL/W7/OCBN/005/2022 LOT 2 in the subject line. Interested bidders who require a printed hard copy of the Bidding document may obtain the document upon submission of a receipt showing payment of a non - refundable fee of USD 25 (USD Twenty-five) for reproduction and mailing costs. The method of payment will be direct payment to SCI Hargeisa office in Hargeisa town. Note: The bidding documents sent via email will not require payment of fees.

1. Bids must be delivered to the address below on or before 10 October 2022, 10:00 hrs. local time. Electronic Bidding will not be permitted. Bidders are free to bid for one or both lots based on capacity. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives who choose to attend at the address below on 10 October 2022, 10:00 hrs. local time.
2. All Bids must be accompanied by an original bid security in the form of an unconditional bank guarantee enforceable in the local banks using the format provided in the Bidding Documents acceptable to the employer and in the amount in USD against each lot as shown in the table below:
