A – PROCEDURES FOR INVITATION FOR TENDER

By submitting a bid, the bidder accepts the specific and general conditions of this document, irrespective of its own conditions, which it hereby waives. Bidders must carefully examine and comply with all instructions, forms, clauses, and specifications stated in this call for tenders.

Submitting a bid not containing all the information and documents requested before the stated deadline may result in refusal of the bid in question.

1.      Introduction

Médecins Sans Frontières (MSF) is an international humanitarian medical association, created in Paris by doctors and journalists in 1971. With claiming to 'change the world', MSF brings its aid to people whose survival is threatened by crises due to the violence or cynical negligence of other men. It delivers its emergency aid independently and impartially and reserves the right to make public statements about situations to which its teams may be witness.

For more than forty years, Médecins Sans Frontières has brought medical assistance to populations grappling with crises threatening their survival: principally in the event of armed conflict, but also epidemics, pandemics, natural catastrophes or exclusion from healthcare. All these situations require appropriate medical and logistical resources.

Independent of all political, religious, or military powers, MSF acts completely impartially, after assessing the medical needs of populations. The guarantee of the association's independence derives from its finance, very extensively supported by the generosity of private donors.

United around the same charter, MSF teams are made up of medical, logistical, and administrative staff from dozens of different nationalities, expatriates or employed locally. They bring their aid according to the principles of humanitarian action and medical ethics.

This medical action is inseparable from the testimony linked to our field activities. We can speak out publicly to try and bring a crisis out of obscurity, alert opinion about acts of violence committed far from the cameras, criticise the inadequacies of the aid system, or when aid is diverted from the primary objective to serve political interests.

Refusing the idea of a cut-price doctor for poor countries, we do all we can to bring high-quality care to our patients and to develop our practices. Through the Access to Essential Medicines Campaign, and for a few years the Drugs for Neglected Diseases Initiative, our actions have contributed to falling prices for AIDS treatments and to resuming research and development into medicines to treat neglected diseases such as sleeping sickness.

Médecins Sans Frontières received the Nobel Peace Prize in 1999.

2.      Objectives of the Invitation for Tender                                                                           

The objective of this invitation is to seek competitive bids for Médecins Sans Frontières Car Rental.

One (1) Médecins Sans Frontières entity in Somaliland is issuing this call for tenders:

• Medecins Sans Frontieres – Somaliland Mission

The present document contains several parts and subsequently described in detail. Companies choosing to respond to this invitation may submit a bid for one or all the following type of services:

• Noah cars 8 seat include driver’s seat + air condition (To work in Hargeisa)
• Land cruiser Toyota VX (To work in Hargeisa and through Somaliland provinces)
• City cars SWIFT (To work in the Regions: Boroma, Berbera and Burao)
• Truck from 5 to 10 tons (transport of medicines and logistics equipment)

MSF reserves the right to select several service providers according to the compatibility between their answers and the MSF requirements of the tender for each type of services.

3.      Timeframe of Tender   

This schedule may be changed by MSF based on constraints encountered.
