Organisational overview:

ActionAid International Somaliland (AAIS) is part of a global federation working to end poverty and injustice with thousands of communities and millions of people across the planet guided by its strategy ‘Action for global Justice’ that ensures coherence, aligning with the poor and excluded people, reasserting women’s rights, strengthening accountability, and building resilience against shocks & hazards. AAIS has been operating in Somaliland for over 28 years, implementing integrated programs on women’s rights, humanitarian response, resilience building, food security, and education. AAIS implements several protection programs through its engagement with communities, women, and youth groups, with the goal of empowering them and ensuring safe spaces for them within their communities and providing referral pathways for the survivors of violence.

Project Background

The primary goal of the project is to reach households and communities with the greatest needs, including those headed by women, children, or ill or disabled adults, those who have lost significant assets and/or livestock, and those facing food insecurity at IPC level four or higher; classified as emergency or famine. ActionAid International has already provided 117,747 women, men, youth, and children in eight districts of Somaliland with food, water, dignity packages, and multi-purpose cash. In addition, the target area for the rehabilitation of the dam has been severely impacted by drought, as water levels in numerous boreholes and berkads have dropped to dangerously low levels, forcing affected communities to travel great distances to reach the next water source and putting them at risk. The rehabilitation of this hafier dam is supported by ALBORADA Trust, whose mission is to provide funding to support vulnerable people in disaster-stricken countries.

Work Scope:

To ensure easy access to equitable and clean water for rural communities facing a severe water shortage emergency. ActionAid International Somaliland intends to implement the rehabilitation of the Haffir dam in Qoolbuulale, Salaxley, Moradi Jeex.

Advert Note

ActionAid International is inviting to a bid for rehabilitation of Haffir Dam in Qoolbuulale as per below Billing Quantity, drawings, and technical specification. The deadline of the submission is the Thursday, 5th October 2023 to ActionAid International Office, in Hargeisa office. Bid documents should be sealed, and hereinafter submitted as hardcopy.

Submission Procedures

1. Stamped and signed Billing Quantity BoQ that includes the proposed methodology, activities schedule/work plan, and timeline.
2. The selected vendor will be required to sign and adhere to ActionAid's core values and policies (such as the Anti-Sexual Harassment Policy and Child Protection Policy, among others).

• Documents to Submit:

o  Detailed Company profile that includes a capability statement and an organogram

o Organizations Code of Conduct Valid business registration/silence certificate by Somaliland Gov-ernment

o Tax compliance certificate by Somaliland Government o Technical proposal.

o  Duly completed Financial Offer.

o Work schedule (Detailed work schedule) with clear timelines on Project completion times and dates o Original bank statement signed and stamped by the relevant bank authority including transactions

for the past 12 months.

o Attached similar supply experience -Three Copies of LPO’s/Letters of award/ signed contracts. o CV of the Engineer (s) and technical team who would be supervising the installation.

o Details of vehicles and machinery owned by the company. o Tender Declaration Form completed, signed, and stamped.

o Information on ownership structure (Name of directors of the company / Owner) o Detailed Company profile that includes a capability statement and an organogram o Organizations Code of Conduct.
