Procurement of Midwifery Training Materials for Schools and Clinical Placement Sites in
Somaliland
Somali Midwives for Improving Lives and Enhancing Sexual and Reproductive Health – SMILES Project
Background
The Somaliland Nursing & Midwives Association (SLNMA) is seeking proposals from qualified suppliers
to provide midwifery training equipment and supplies for the provision of midwifery training equipment
and supplies. The materials will be used to equip skills laboratories in midwifery schools and learning
corners in hospitals located in Hargeisa and Burao, Somaliland.Organizational Background
The Somaliland Nursing and Midwifery Association (SLNMA) is a national professional body dedicated
to advancing the standards, education, and practice of nursing and midwifery in Somaliland. It serves as a
unifying platform for nurses and midwives, advocating for their professional interests while promoting
high-quality, ethical, and evidence-based healthcare services. SLNMA works to strengthen the capacity of
healthcare professionals through continuous education, training programs, and professional development
initiatives. The association plays a key role in supporting policy development, improving healthcare
delivery systems, and ensuring that nursing and midwifery practices align with international standards. In
collaboration with local and international partners, SLNMA contributes to improving maternal, newborn,
and community health outcomes across Somaliland. It is also committed to empowering its members,
enhancing leadership within the profession, and promoting research and innovation in healthcare.Project Background
The SMILES project is a 5-year initiative funded by Global Affairs Canada and led by CARE Int. Canada,
in partnership with the Canadian Association of Midwives (CAM), CARE Int. Somalia, Somalia Midwives
Association (SOMA), Puntland Association of Midwives (PAM) and the Somaliland Nursing and
Midwifery Association (SLNMA). The Ultimate Outcome of this project is to contribute to improved SRHR
for Somali women and adolescent girls (ages 15–49) in targeted areas of Somalia and Somaliland. The
project tackles key SRHR barriers by strengthening the supply of qualified midwives and rights-based,
gender-responsive services (Outcome 1100). The project partners with six midwifery schools to strengthen
their ability to provide high-quality, rights-based, and gender-responsive pre-service education, while also
support midwives and other healthcare professionals at clinical placement sites where students gain
practical experience. This is being done by building and expanding on the achievement of Strengthening
Midwifery Education and Practice in Somalia (SMEPS) project, implemented by UNFPA, CAM, SOMA,
PAM and SLNMA. SMEPS project supported the training of tutors and clinical instructors in the revised
curriculum, provided supportive supervision in midwifery schools and health facilities, and enabledstudents to attend school. In SMILES, the consortium is continuing to strengthen midwifery education and
practice by fully integrating the revised curriculum as well as new tools in education and health institutions,
enhancing student evaluation processes, addressing the gaps that are still present in both schools and clinical
placements to make sure quality learning opportunities are available to midwifery students.
Observations conducted by project stakeholders have identified gaps in the implementation of the threeyear midwifery curriculum, particularly in the alignment of both classroom-based teaching and clinical
training with the approved curriculum. In practice, the content delivered in schools and during students’
clinical placements does not always fully reflect the curriculum requirements.
To strengthen the quality and consistency of midwifery education across both learning environments—
midwifery schools and hospitals—the project is implementing and planning several complementary
interventions, including supportive supervision, gap training, mentoring, and coaching.
The availability of appropriate and consistent training equipment and supplies is an important component
of these efforts. Equipping school skills laboratories and hospital learning corners with essential simulation
equipment and training materials will support practical learning and help strengthen the delivery of
education in line with the three-year midwifery curriculum. This approach will contribute to improving the
quality and consistency of clinical education while strengthening the link between theoretical instruction
and practical application. Objectives & Scope of work
