CALL FOR PREQUALIFICATIONS OF CONTRACTORS FOR THE CONSTRUCTION OF GRAVEL ROAD IN WADAAMAGOYE TO QORULUGUD IN SOMALILAND

DATE: 15th May 2024

NIS is looking for qualified contractors to undertake construction, of to 22 km (subject to available funding) gravel road starting from Wadaamagooye to Muraayada village towards Qorulugud in Somaliland.

All interested construction contractors are requested to submit their applications together with below listed support documentations and other specific requirements for evaluation.

1.      Licences/Registrations: The company should submit the following registrations/Licenses.

   Valid registration or operating license permits from Ministry of Public Works Land and Housing of Somaliland.

    Somaliland National Tender Board

   Verification/Testimony of the company performance on road construction from the Ministry of Transport and Roads Development/Road Development Agency of Somaliland.

2.      Tax compliance certificate: Submit evidence valid tax compliance certificate from Ministry of Finance Development of Somaliland.

3.      Similar or relevant experience: The company should fill in the below table for previous 3 main similar contracts on gravel road construction works with monetary value worth each of USD 700,000 (seven Hundred Thousand US dollars), for the last Five years and attach only the proof of the 3 contracts/projects implemented with

INGO’s/ UN Agencies as listed below. Any bidder/contractor with no previous experience of implementing construction contracts of worth USD 700,000 or above need NOT apply.

4.      Human resources: Possess necessary resources, human and material, and ability to mobilize such a resource at short notice to undertake project works (Please attach CVs of all relevant personnel i.e., engineers). The relevant personnel must includer the following:

a.      Project manager having a Civil Engineering Degree and with a minimum of 7 years of experience in similar works.

b.      Material Engineer having  a bachelor’s degree  in  civil engineering/  or

Geotechnical Engineering with a minimum of 5 years of experience in material test activities conducted at lab and at Situ.

c.       Site Engineer having a bachelor’s degree in civil engineering with a minimum 5 years of experience in similar works.

5.      Company Finances: presents a confirmation for pre-financing project work as this is necessary or certified bank statements. This must include audited financial statements for the last three years between 2020-2023.

6.      Proof/evidence of company ownership: all bidders shall submit a signed public notary document stating the ownership of the company including names, positions/titles, contacts details and shares owned. This includes power of attorney signed and approved by the owner of the company.
